– (FR) We voted against the report by Mr Gil-Robles Gil Delgado and Mr Tsatsos, which develops a strategy of ‘encircling’ the Intergovernmental Conference seeking to oblige national government representatives to more or less ratify the conclusions of the Convention.

As I stated in the minority opinion attached to the Gil–Robles–Tsatsos report, the Convention was in fact nothing more than a think-tank set up by the Council. It was not representative and it did not have a democratic decision-making mandate. In addition, it exceeded its terms of reference, insofar as it was never asked to draw up a draft Constitution. This has now been universally recognised.

- (ES) Monsieur le Président, vous n’êtes pas sans savoir que le groupe du parti européen des libéraux démocrates et réformateurs a voté majoritairement en faveur du rapport Gil-Robles/Tsatsos et de la proposition de Constitution européenne, fruit de la Convention européenne.
– (ES) Mr President, as you know, the Group of the European Liberal, Democrat and Reform Party has voted basically in favour of the Gil-Robles/Tsatsos report and the proposed European Constitution offered by the European Convention.

Les députés européens Gil Robles et Dimitris Tsatsos seront également présents. Corapporteurs de l'avis du Parlement sur le projet de traité constitutionnel de la Convention et sur la convocation de la CIG, leur présence permettra un échange de vue avec les membres du CdR lors de l'examen de l'avis élaboré par Albert Bore, Président du Comité des régions (UK-PSE) et Reinhold Bocklet, Premier vice-président du CdR (DE-PPE) sur "les propositions du CdR pour la conférence intergouvernementale".
MEPs Gil Robles and Dimitris Tsatsos, co-rapporteurs of the EP opinion on the draft constitutional treaty of the Convention and the convening of the IGC, will also attend. Their presence will facilitate an exchange of views with CoR members when the opinion drafted by CoR President Albert Bore (UK-PES), and Reinhold Bocklet, First CoR Vice-President (DE-EPP), on the CoR's proposals for the Intergovernmental Conference is examined.

Le Conseil a également invité le Comité des représentants permanents à examiner un projet de réponse à la lettre envoyée récemment par le président GIL-ROBLES et de faire rapport au Conseil des 8 et 9 juin.
The Council also asked the Permanent Representatives Committee to examine a possible response to the recent letter sent by President GIL-ROBLES of the European Parliament, and to report back to the Council on 8/9 June.
