TRADUCTIONS EN CONTEXTE

Les principaux points ayant fait l’objet de discussions et de décisions sont les suivants: a) l’utilisation, pour le suivi de la mise en oeuvre des programmes SAPARD, des indicateurs précédemment choisis à cette fin; b) l’approbation des modifications à apporter aux programmes SAPARD; c) l’examen des rapports d’évaluation à mi-parcours et d) l’approbation des rapports annuels avant présentation à la Commission.
The main topics of discussion and decisions were as follows: a) monitoring the implementation of SAPARD programmes by using previously agreed monitoring indicators; b) approving modifications to be introduced in the SAPARD programmes; c) examining the MTE reports and d) approving the annual implementation reports prior to submitting them to the Commission.

L'adoption des deux derniers programmes opérationnels (Assistance technique et Transports) respectivement en mars et septembre 2001 a terminé l'approbation des quatorze programmes objectif 1 pour l'Italie et représente, par rapport à la période 1994-1999, une accélération substantielle du temps d'approbation.
The last two operational programmes were adopted (Technical Assistance in March and Transport in September), which completed approval of the 14 Objective 1 programmes for Italy and represents, in comparison to 1994-99, a substantial acceleration in approval times.

The 14 Monitoring Committee meetings held in 2005 provided a useful opportunity to discuss and decide on: (i) monitoring the implementation of the programmes (ii) approval of modifications necessary regarding the closure of the programme and improving the absorption capacity of the programmes (BG, RO) as well as (iii) approval of the annual reports on progress achieved in relation to the implementation of the Sapard programmes, before their official submission to the Commission.

In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission, in relation to the content of rural development programmes and national frameworks, the approval of programmes and of modifications thereto, the procedures and timetables for approval of programmes, the procedures and timetables for the approval of modifications to programmes and to national frameworks, including their entry in to force and frequency of submission, the rules on payment methods for participants' costs for knowledge transfer and information actions, specific conditions for the implementation of rural development measures, the structure and operation of networks set up by this Regulation, the information and publicity requirements, the adoption of the monitoring and evaluation system and the rules for the operation of the information system, and the rules concerning the presentation of the annual implementation reports.

3. Pour les contrats ou conventions dans lesquels le paiement est conditionné par l'approbation d'un rapport, les délais visés aux paragraphes 1 et 2 ne commencent à courir qu'à partir de l'approbation du rapport en cause, soit explicitement parce que le bénéficiaire en a été informé, soit implicitement parce que le délai d'approbation contractuel est venu à terme sans qu'il ait été suspendu par un document formel adressé au bénéficiaire.
3. For contracts or agreements under which payment depends on approval of a report, time for the purposes of the payment periods referred to in paragraphs 1 and 2 shall not begin to run until the report in question has been approved, either explicitly with the beneficiary being informed, or implicitly because the time allowed by the contract for approval has expired without being suspended by means of a formal document sent to the beneficiary.
