On reporting on and review of the functioning of voluntary schemes established pursuant to the Fuel Quality and Renewables Directives, the Council and the Parliament have both included detailed and very similar reporting provisions to allow the Commission to assess e.g. independence, transparency, stakeholder involvement, and overall robustness of the schemes (amendments 54, 58 and 103), and the Council's text invites the Commission to submit a proposal for amending the provisions of the Fuel Quality and Renewables Directives relating to voluntary schemes if appropriate, with a view to promoting best practice.

In addition to the reporting requirements under point 49 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (6), the Commission should, with the support of the EIB, report every six months during the pilot phase to the European Parliament and the Council after the signature of the cooperation agreement and submit an interim report to the European Parliament and the Council in the second half of 2013.

Every three years the Commission compiles a report for the European Parliament and the Council on the operation of the inspection system for traditional own resources.[1] The inspection of traditional own resources is based on Council Decision 2000/597/EC, Euratom of 29 September 2000,[2] Council Regulation No 1150/2000 of 22 May 2000[3] and Council Regulation No 1026/1999 of 10 May 1999.[4] This report, the fifth of this type,[5] describes and analyses the operation of the inspection system for traditional own resources for the period covering 2003 to 2005.

This third report and the accompanying Staff Working Document draw on a number of sources: the previous reports of the Commission pursuant to Article 34 of the Council Framework Decision in 2006[8] and 2007[9]; the final report and recommendations of the fourth round of mutual evaluations carried out by the Council of the European Union (hereinafter ‘Council recommendations’)[10] and adopted by the Council in June 2010[11]; the outcome of an experts meeting on 5 November 2009; answers provided by the Member States to requests for updated information from the Commission on 30 June 2009 and 25 June 2010; and case law where applicable.
