Notes that, due to the intransigent position of the Council in the negotiations, the overall level of payments set is EUR 5 billion lower than the Commission's estimates for payment needs in their draft budget for 2013; is concerned that this level of appropriations will be insufficient to cover the actual payments needs of next year and to swiftly implement the "growth and jobs "compact agreed by the European Council in June 2012; is convinced, however, that the cost of a non agreement would imply much more serious consequences and a much more negative impact on the implementation of the Union actions and programmes; requests the Commission to provide monthly reports to Parliament and Council on the evolution of Member States' ( breakdown per Member State and per fund) payment claims for structural funds, cohesion fund ,rural development and fisheries funds from 31 October 2012 onwards; calls for an interinstitutional working group on payments to be set up, where the two arms of the budgetary authority should present joint conclusions on how to proceed;

China, strongly condemning in particular the unjustified use of arbitrary detention, the repressive action in Tibet, in Xinjiang, and against the Falun Gong movement and any form of political opposition; calling for the immediate and unconditional release of all prisoners of opinion and conscience, respect for the freedoms of thought, conscience and religion, and respect for women's and workers' rights; calling for the rapid ratification of the International Covenant on Civil and Political Rights; condemning the intended lifting of the EU arms sales embargo; condemning the unjustified and excessive use of the death penalty; calling for the adoption of a moratorium on executions, as well as the ratification of the Second Protocol to the ICCPR as soon as possible; and calling for the continuation of the Sino-Tibetan dialogue between the envoys of His Holiness the Dalai Lama and the Chinese Government to establish a real autonomy for Tibet within the Chinese borders;

The Union will urge China to take the following steps to improve the situation: early ratification of the ICCPR and full implementation of both the ICCPR and the ICESCR, ratification of the OP/CAT, enhanced cooperation with the UN human rights mechanisms, limitations on the use of the death penalty, with a view to its abolition, putting an end to the "strike-hard" campaign, addressing the systemic root causes of physical and psychological torture, abolition of restrictions on the formation and activities of independent labour unions, reform of the system of administrative detention, respect of the human rights of all prisoners, including the right to stay silent and not to be subjected to torture, respect of the freedom of expression, religion and belief, reform of the judicial system in order to guarantee individuals the right to fair and open trial, release of political, labour and cyber activists and respect for the cultural and religious rights and freedoms in Tibet and Xinjiang.

L'UE engagera la Chine à prendre les mesures ci-après pour améliorer la situation sur le terrain: ratification rapide du Pacte international relatif aux droits civils et politiques et mise en œuvre intégrale de celui-ci ainsi que du Pacte international relatif aux droits économiques, sociaux et culturels, coopération renforcée avec les mécanismes des Nations Unies relatifs aux droits de l'homme, recours moins fréquent à la peine de mort dans la perspective de son abolition, cessation de la campagne "frapper fort", réforme du système de détention administrative, respect des droits de l'homme pour tous les prisonniers, y compris du droit de ne pas être soumis à la torture, respect de la liberté d'expression, de religion et de conviction et du droit d'association, y compris la liberté syndicale, et respect des droits culturels et des libertés religieuses au Tibet et au Xinjiang.
The EU will urge China to take the following steps to improve the situation on the ground: early ratification of the ICCPR and full implementation of both the ICCPR and the ICESCR, enhanced cooperation with the UN human rights mechanisms, limitations on the use of the death penalty, with a view to its abolition, putting an end to the "strike hard" campaign, reform of the system of administrative detention, respect for the human rights of all prisoners, including the right not to be subjected to torture, respect for the freedom of expression, religion and belief and for the right of association including free trade unions, as well as respect for the cultural rights and religious freedoms in Tibet and Xinjiang.

L'UE espère par ailleurs que la Chine prouvera, par une ratification et mise en oeuvre rapides des pactes, qu'elle a la ferme intention de garantir ces libertés et l'UE est disposée à lui apporter son aide si nécessaire.
The EU further expects the early ratification and implementation of the UN Covenants as a proof of China's commitment to guarantee these freedoms, and is willing to provide assistance where needed.

19. invite la Commission à aider à la mise en oeuvre rapide des pactes territoriaux pour l'emploi qui favorisent l'émergence de nouvelles formes de partenariat entre les autorités locales et le secteur privé, à donner une priorité aux projets conduisant à des emplois durables et à s'assurer de la participation effective des entreprises et des entrepreneurs dans la réalisation des projets, notamment dans les régions périphériques et ultra-périphériques, en tirant ainsi pleinement parti du potentiel d'emplois élevé des nouvelles technologies de l'information et de la communication;

Calls on the Commission to assist with the prompt implementation of the territorial pacts for employment which foster new forms of partnership between local authorities and the private sector, to give priority to projects which lead to the creation of sustainable jobs and to ensure that firms and entrepreneurs participate effectively in the implementation of the projects, not least in remote and very remote regions, thereby taking full advantage of the high employment potential of the new information and communication technologies;
