On observe une stabilisation du RAL entre 2001 et 2000 : vu l'écart constant entre crédits d'engagement et crédits de paiement pour toutes les années budgétaires antérieures, la stabilisation du RAL dans le domaine des aides extérieures reflète clairement la politique active d'amélioration des taux de paiement et de gestion des portefeuilles, entraînant un niveau élevé de dégagements liés aux clôtures de projets (environ 580 millions d'euros).
There has been a perceptible stabilisation of the RAL between 2001 and 2000: given the constant disparity between commitment appropriations and payment appropriations for all previous financial years, the stabilisation of the RAL achieved in the field of external aid is a clear reflection of the active policy to improve disbursement rates and portfolio management, leading to a high level of decommitments associated with the closure of projects (approximately EUR 580 million).
