But certainly if there's going to be the kind of plan A that you seem to refer to, that—in my judgment anyway—would involve some kind of asymmetrical federalism that recognized Quebec as a people, or as a distinct society, or in some way was beyond administrative reform and involved some kind of constitutional recognition.
