Stresses the fact that organising a public debate on the future of the European Union is a big challenge that has to be prepared carefully and should not result in a mere sum of fifteen separated debates organised on a national basis; underlines that in this debate for the first time the European public is addressed, questioned and involved; if this historic experiment is ambitiously organised and evaluated it can be a central contribution for the establishment of a European democracy; calls, therefore, on the Commission to make a proposal on how it could be best possibly led;
