Urges all Burundian parties – the government, opposition and civil society – to restore confidence and to engage in an inclusive dialogue in order to prevent any further deterioration of the situation in the country; recalls that it is only by seeking a consensual solution through substantive negotiations that a sustainable political outcome can be reached in the interests of the Burundian people and of democracy in order to bring the country out of the current impasse and prevent it from sliding back into civil war – a development that would undoubtedly have a negative impact on security in the wider Great Lakes region and could jeopardise the elections in the DRC and Rwanda;

K. considérant que les efforts déployés sur le plan régional pour mettre un terme à la crise dans le pays n'ont jusqu'à présent pas réussi à réunir l'opposition et le gouvernement burundais autour d'une même table de négociation et que les ONG ont été empêchées de faire leur travail; que les affrontements entre forces de sécurité et hommes armés sont devenus quasi-quotidiens et que cette spectaculaire flambée de violence risque de replonger le pays dans la guerre civile;
K. whereas the regional efforts to end the crisis in the country have thus far failed to bring the opposition and the government of Burundi to the negotiating table and NGOs have been prevented from doing their work; whereas clashes between the security forces and gunmen have become a near daily event and the dramatic increase in violence may put the country at risk of sliding back into civil war;

Recognises that it is vital that independent and impartial humanitarian assistance is maintained for all conflict-affected populations in the Horn of Africa and that adequate funding is continued, particularly for Somalia; stresses that any reduction in assistance could see the Somali people slide back into humanitarian crisis; stresses the need, in addition to humanitarian assistance, to build on efforts such as the EU’s Supporting the Horn of Africa’s Resilience (SHARE) initiative, in order to ensure resilience and improve the livelihoods of local people;
