This is the fourth financial perspective, following Delors I (1988-1992), Delors II (1993-1999) and Agenda 2000 (2000-2006), as part of which a new interinstitutional agreement was adopted in 1999.

Au moment de l’élaboration du quatrième rapport sur la cohésion et de l’ouverture du débat sur l’avenir de la politique régionale dans la perspective de la révision des perspectives financières pour 2008-2009, le Parlement européen doit se souvenir que l’Union européenne ne peut pas aborder différemment des situations similaires ou de la même manière des situations différentes.
At a time when the Fourth Cohesion Report is being prepared and the debate on the future of regional policy is starting in the run-up to the review of the financial perspective for 2008-2009, the European Parliament should remember that the European Union cannot deal differently with similar situations or with different situations in the same way.

Pour assurer le financement de ce besoin supplémentaire apparu depuis la présentation de l'avant-projet de budget pour l'exercice 2000, la Commission, conformément au quatrième alinéa du point 24 de l'accord interinstitutionnel du 6 mai 1999, a d'abord examiné toutes les possibilités de réaffectation des crédits sous la rubrique 4 des perspectives financières.
In order to finance this additional need, which arose after the submission of the preliminary draft budget for the financial year 2000, the Commission first examined all possibilities for reallocating appropriations under heading 4 of the financial perspective, in accordance with paragraph 24, fourth subparagraph, of the Interinstitutional Agreement of 6 May 1999;

COMPLEMENT FINANCIER AU QUATRIEME PROGRAMME-CADRE DE RDT DE LA CE ET AU PROGRAMME-CADRE DE RECHERCHE EURATOM - CONCLUSIONS DU CONSEIL "Le Conseil : Ayant examiné la proposition de la Commission, du 2 février 1996, concernant un complément financier aux programmes-cadres de recherche (1994-1998) ; ayant examiné également l'avis rendu par le Parlement européen le 18 juin 1996, et à la lumière de l'avis du CREST, du 23 mai 1996, sur les unités opérationnelles recherche-industrie ; Notant avec satisfaction que le Conseil européen de Florence s'est dit convaincu que les réseaux transeuropéens, le développement des PME et la recherche scientifique et technique peuvent apporter une contribution essentielle à la création d'emplois et à la compétitivité et a décidé d'étudier les propositions présentées par le président de la Commission dans ces domaines, conformément aux impératifs de rigueur budgétaire et suivant les procédures pertinentes ; Ayant pris en considération la situation actuelle en ce qui concerne la rubrique 3 des perspectives financières, 1. attend l'identification par la Commission des ressources financières additionnelles dans les limites du plafond de la rubrique 3 des perspectives financières actuelles ; 2. convient de réexaminer cette question lors de la prochaine session du Conseil "Recherche" de manière à mettre alors au point la position du Conseil à la lumière de la situation budgétaire".
FINANCIAL SUPPLEMENT TO THE FOURTH EC RTD FRAMEWORK PROGRAMME AND EURATOM RESEARCH FRAMEWORK PROGRAMME - COUNCIL CONCLUSIONS "The Council: Having examined the Commission proposal of 2 February 1996 for a financial supplement to the Research Framework Programmes (1994 -1998); having examined also the Opinion of the European Parliament of 18 June 1996, and in the light of the opinion of CREST of 23 May 1996 on the Research/Industry Task Forces; Noting with satisfaction that the European Council in Florence stated its conviction that the trans-European networks, the development of SMEs and Scientific and Technical Research can make a vital contribution to job creation and competitiveness and decided to consider the proposals submitted by the President of the Commission in these areas, in conformity with the imperatives of budgetary rigour and in accordance with the relevant procedures; Having taken into consideration the current situation regarding Category 3 of the financial perspective, 1. awaits the Commission's identification of additional financial resources within the ceiling of Category 3 of the current financial perspective; 2. agrees to reexamine this question at the next Research Council meeting so as to finalize then the Council's position in the light of the budgetary situation".
