Ces travaux ont été menés au cours des deux phases de l'«initiative technologique en faveur des personnes handicapées et des personnes âgées » (TIDE 1991-1993); au titre du quatrième programme-cadre (programme «Applications télématiques», applications pour les personnes handicapées et les personnes âgées, 1994 - 1998); et au titre de l'actuel cinquième programme-cadre (programme «Technologies pour la société de l'information», applications pour les personnes ayant des besoins spécifiques, et notamment pour les personnes handicapées et les personnes âgées, 1998 - 2002).
This work has been conducted in the two phases of the Technology Initiative for Disabled and Elderly persons (TIDE 1991 - 1993); in the Fourth Framework Programme (Telematics Applications Programme, Applications relating to disabled and elderly persons, 1994 - 1998); and in the present Fifth Framework Programme (Information Society Technologies programme, Applications relating to persons with special needs, including the disabled and the elderly, 1998 - 2002).

The Seventh Framework Programme should aim, in particular, to secure the appropriate involvement of SMEs through concrete measures and specific actions for their benefit. Innovation and SME-related activities supported under this Framework Programme should be complementary to those undertaken under the Competitiveness and Innovation Framework Programme.

Participation in the activities of the Seventh Framework Programme should be facilitated through the publication of all relevant information, to be made available in a timely and user-friendly manner to all potential participants and the appropriate use of simple and quick procedures, free of unduly complex financial conditions and unnecessary reporting, in accordance with the Rules for Participation applicable to this Framework Programme, laid down in Regulation (EC) No 1906/2006 of the European Parliament and of the Council of 18 December 2006 laying down the rules for the participation of undertakings, research centres and universities in actions under the Seventh Framework Programme and for the dissemination of research results (2007-2013)

The Seventh Framework Programme should be open to the participation of countries having concluded the necessary agreements to this effect, and should also be open, on the project level and on the basis of mutual benefit, to the participation of entities from third countries and that of international organisations for scientific cooperation.

Le Conseil convient : 1. que toutes les activités doivent avoir un haut niveau de qualité scientifique et technologique ; 2. qu'il sera tenu compte de la contribution que le programme-cadre devrait apporter au développement de la cohésion économique et sociale ; 3. que le soutien communautaire à la RDT devrait continuer à se concentrer sur la recherche générique, précompétitive et avoir une application plurisectorielle ; 4. qu'il convient d'améliorer la coordination entre les programmes nationaux de RDT et entre les programmes nationaux et les programmes communautaires de RDT, ainsi que la diffusion des résultats aux entreprises, en particulier les PME ; 5. que le contenu du quatrième programme-cadre devrait assurer la continuité nécessaire de la RDT communautaire et son développement ultérieur, en se fondant sur l'expérience des deuxième et troisième programmes-cadres et en tenant compte de la nécessité d'augmenter l'efficacité et la valeur ajoutée, notamment par la concentration, la sélectivité et l'application du principe de subsidiarité ; 6. que le quatrième programme-cadre devrait promouvoir la mise au point de normes à l'échelle communautaire afin de renforcer le marché unique et d'influencer ainsi la mise au point de normes mondiales.
The Council agrees that: 1. all activities must be of high scientific and technological quality; 2. attention shall be paid to the contribution which the Framework Programme should make to the promotion of social and economic cohesion; 3. community support for RTD should continue to focus on generic, precompetitive research, and be of multisectoral application; 4. coordination between national RTD programmes and between national and Community RTD programmes as well as dissemination of results to enterprises, in particular SMEs, should be improved; 5. the content of the Fourth Framework Programme should ensure the necessary continuity of Community RTD and its further development, building on the experience of the second and third Framework Programmes and taking into account the need to ensure greater efficiency and added value, in particular through concentration, selectivity and the application of the subsidiarity principle; 6. the fourth Framework Programme should promote the development of standards across the Community to strengthen the single market and thus influence the development of world standards.

V. MISE EN OEUVRE Le Conseil convient : 1. que le quatrième programme-cadre devrait avoir une durée de cinq ans, pour assurer la continuité des programmes communautaires de RDT ; 2. que des mécanismes et critères détaillés devraient être définis en vue d'une mise en oeuvre rentable et d'une meilleure gestion du programme- cadre afin d'assurer la réalisation intégrale de ses objectifs ; 3. que l'accent devrait être mis sur l'amélioration des procédures afin de permettre une évaluation indépendante et en temps opportun du programme-cadre, ainsi que sur la définition de mécanismes permettant une évaluation indépendante et systématique des actions entreprises en vue de déterminer si des changements sont nécessaires et d'assurer un soutien adéquat aux choix de politiques et au développement du programme ; 4. que les actions à frais partagés devraient rester le principal moyen de mise en oeuvre du programme-cadre.
V. IMPLEMENTATION The Council agrees that: 1. the fourth Framework Programme should have a duration of five years, ensuring continuity in the Community's RTD programmes; 2. detailed criteria and mechanisms should be established for cost- effective implementation and improved management of the Framework Programme in order to ensure that its objectives are fully met; 3. emphasis should be put on the improvement of procedures for independent and timely evaluation of the Framework Programme and on the definition of mechanisms for independent and systematic evaluation of actions undertaken in order to assess whether changes are necessary and to ensure proper support for policy choices and programme development; 4. shared cost actions should continue to constitute the main means of implementation of the Framework Programme.

III. PERSPECTIVES FINANCIERES Le Conseil convient qu'étant donné qu'à l'avenir, toutes les activités communautaires de RDT devraient être comprises dans le programme-cadre, l'enveloppe globale du quatrième programme-cadre devrait, conformément aux conclusions du Conseil européen d'Edimbourg, être compatible avec l'évolution générale des dépenses consacrées aux politiques intérieures et devrait au moins permettre, dans l'ensemble, de maintenir l'effort global de RDT communautaire à son niveau actuel.
III. FINANCIAL PERSPECTIVES The Council agrees that, taking into account that, in the future, all Community RTD activities should be included in the Framework Programme, the total amount for the fourth Framework Programme should, in accordance with the conclusions of the European Council in Edinburgh, be consistent with the overall development of expenditure on internal policies and should at least broadly allow for maintaining the global Community RTD effort at the present level.

LA COMMUNAUTE EUROPEENNE ET L'ESPACE - CONCLUSIONS DU CONSEIL Le Conseil : - a estimé que la communication de la Commission présente une vue d'ensemble pertinente des activités spatiales en Europe et que les objectifs généraux qui y sont fixés constituent une base utile pour la définition éventuelle des actions que la Communauté pourraient mener à l'avenir dans ce domaine ; - a estimé que la Commission devrait continuer à accroître son rôle d'utilisateur de la technologie spatiale, notamment dans le domaine de l'observation de la terre, en vue de contribuer à l'optimalisation de l'utilisation des données satellitaires ainsi qu'à la mise en oeuvre des politiques communautaires ; - a convenu qu'il faudrait examiner, conformément aux règles et procédures habituelles, la question du soutien de la Communauté aux activités de recherche et développement technologique (RDT) dans le domaine spatial, y compris, le cas échéant, la mise au point d'instruments lorsqu'interviendra la décision sur le quatrième programme-cadre des actions communautaires de RDT et ses programmes spécifiques ; il a toutefois noté que la Commission n'a pas l'intention de proposer un programme de recherche communautaire spécifique dans le domaine spatial qui s'inscrirait dans le quatrième programme-cadre ; - a invité la Commission à poursuivre ses efforts, dans la limite de ses compétences et dans les enceintes appropriées, afin de créer les conditions favorables à l'extension des marchés des applications spatiales et à la compétitivité des industries spatiales européennes ; - a convenu qu'il faudrait améliorer la synergie et la complémentarité entre les programmes communautaires de RDT et les activités de l'ASE et, dans le respect des dispositions du traité, qu'il conviendrait de poursuivre le développement des activités des Etats membres et d'autres organisations internationales, tout en évitant la duplication des efforts et en respectant pleinement les règles et procédures de fonctionnement de ...
THE EUROPEAN COMMUNITY AND SPACE - COUNCIL CONCLUSIONS The Council: - considered that the communication of the Commission offered a pertinent overview of the situation of space activities in Europe and that its broad objectives constituted a useful basis for the possible definition of future Community activities in this field; - considered, that the Commission should continue to develop its role as a user of space technology, in particular in the field of earth observation, with a view to contributing to the optimization of the use of satellite data as well as to the implementation of Community policies; - agreed that the question of Community support for space- related RTD activities, including, if appropriate, development of instruments, should be considered when deciding on the Community RTD Fourth Framework Programme and its specific programmes, according to the normal rules and procedures; noted, however, that the Commission does not intend to propose a specific Community space research programme within the fourth Framework Programme; - invited the Commission to continue its efforts, within its sphere of competence and in the appropriate fora, in order to establish favourable conditions for the development of space application markets and for competitive European space industries. - agreed that synergy and complementarity between the Community RTD programmes and the activities of ESA and, while respecting the provisions of the Treaty, activities of the Member States and other international organisations should be further developed, whilst avoiding any duplication of efforts and whilst fully respecting the operating rules and procedures of both the Community and ESA; - noted the Commission's intention to establish an ad hoc group on Space with representatives of all the Member States.
