Under the terms of the agreement, the program in Quebec is divided into four parts: infrastructure repair, expansion and construction for municipalities with a population of 5,000 or more; infrastructure repair, expansion and construction for municipalities with a population of less than 5,000; projects involving new technology, and major projects affecting urban areas.
