Stresses the fact that, despite repeated invitations, only four MNCs initially agreed to appear before the committee to discuss international tax planning matters, out of a total of 17; considers that the initial refusal of 13 of them – some with high public visibility – to cooperate with a parliamentary committee is unacceptable and highly damaging to the dignity of the European Parliament and the citizens it represents; notes, however, that 11 MNCs finally agreed to come to the committee only after the report had been voted on in the TAXE Committee and shortly before the vote in plenary, while two MNCs persisted in their refusal; recommends, therefore, that its competent authorities consider depriving these companies from their access to Parliament’s premises and that serious consideration be given to setting up a clear framework and upgrading the duties set out in the Code of Conduct for organisations included in the Transparency Register , in terms of cooperation with Parliament’s committees and other political bodies;

In order to achieve these treaty objectives, MKO recommends that this committee consider and make further recommendations on each of the elements we have set out under the four policy areas of central priority to the MKO First Nations.

The four recommendations in the report were: first, there must be substantive input from all the provinces and territories into the compilation of the lists of suitable Supreme Court of Canada nominees and that the input from the provinces and territories at that stage would not be made public; second, there must be a public review of a short list of nominees before a parliamentary committee, which is what this motion speaks to; third, that parliamentary ratification of the chosen nominee must be achieved and that the form of ratification must not infringe upon the constitutional right of the governor in council to make the actual appointment.

Question No. 97 Ms. Dawn Black: With regards to the Prime Minister’s Independent Panel on Canada’s Future Role in Afghanistan: (a) what is the current and expected cost of the panel; (b) what is the name and job classification of each civil servant who will be working full time, or part time with the panel; (c) when did the panel first meet; (d) how many meetings will the panel have; (e) when is their last expected meeting; (f) what remuneration or honoraria will be offered to the panel; (g) which government departments have been tasked with preparing briefing material; (h) will the panellists be provided with personal staff for the duration of the panel; (i) what are the terms of reference for the panel; (j) what foreign trips will the panel make; (k) which government department will be coordinating the final report of the panel; and (l) what is the government's position with regard to following the panel's recommendations on the four options, as announced by the Prime Minister on October 12, 2007?
