3. Le paragraphe 2 ne s'applique qu'aux activités de pêche formellement autorisées par les États membres conformément à la législation nationale en vigueur au 1 janvier 2007 et ne peut entraîner aucune augmentation de l'effort de pêche par rapport à l'année 2006.
3. Paragraph 2 shall apply only to fishing activities formally authorised by Member States in accordance with national law in force on 1 January 2007 and shall not involve any increase in fishing effort with respect to the year 2006.
