Dans le contexte de la période financière actuelle (2007-2013), l'Union européenne a également annoncé son programme de 2013, doté d'un budget de 150 millions €, qui vise à renforcer l'intégration régionale en Afrique de l'Ouest en contribuant à la réfection et au financement d'infrastructures, en stimulant l'activité économique au niveau sous-régional et en renforçant l'interconnexion des pays de la région.
As for the current financial period (2007-2013), the European Union has also announced its 2013 programme (€150 million) to enhance regional integration in the West African region; by helping to rehabilitate and support infrastructure projects, boost sub-regional economic activity and increase connectivity between countries within the region.

Question No. 464 Ms. Mylène Freeman: With regard to Confidential Services for Victims of Abuse (CSVA) program: (a) what steps are being taken to ensure stronger federal-provincial coordination in the delivery of CSVA; (b) once a victim enters the CSVA, what steps are being taken to make sure that access to a secure identity is provided as quickly as possible; (c) how does the CSVA ensure that victims receive adequate support and services during the period in which their new identities are being processed; (d) how does the CSVA adequately provide access to secure housing and financial support for victims entering the program; (e) how does the government intend to redress the fact that victims in the CSVA program in the past were not provided with adequate housing and financial security; (f) what steps are being taken to ensure that the victims entering into the CSVA program now will not face similar difficulties with accessing housing and financial security; (g) what services are provided to victims in the CSVA program after the secure identity is obtained; (h) how are these services coordinated among the provinces and between each province and the federal government; (i) in the event that the secure identity is compromised or revealed, what recourse within the program is available to victims; (j) how can victims whose secure identity is compromised access further services and support; (k) if a victim has complaints about CSVA services received, what recourse is available to them; (l) if a victim has complaints about the timeliness of services provided, what recourse is available to them; (m) what is the timeline for distribution of services in the CSVA program; (n) how is the timeline for distribution of services from the CVSA coordinated with the provinces; and (o) what is the government’s policy concerning the relationship between the CSVA and its international obligation to protect women and girls from violence?

(9) Le présent instrument est conçu pour s'inscrire dans un cadre cohérent constitué par la présente décision, la décision du Parlement européen et du Conseil portant création du Fonds pour les frontières extérieures pour la période 2007-2013, la décision du Parlement européen et du Conseil portant création du Fonds pour le retour pour la période 2008-2013 et la décision du Conseil portant création du Fonds européen pour l'intégration des ressortissants de pays tiers pour la période 2007-2013, qui a pour objectif de traiter la question du partage équitable des responsabilités entre États membres au regard de la charge financière découlant de l'introduction d'une gestion intégrée des frontières extérieures de l'Union et de la mise en œuvre des politiques communes d'asile et d'immigration, développées conformément au titre IV du traité instituant la Communauté européenne.
(9) This instrument is designed to form part of a coherent framework consisting of this Decision, the Decision of the European Parliament and the Council establishing the External Borders Fund for the period 2007-2013, the Decision of the European Parliament and the Council establishing the European Return Fund for the period 2008-2013, and the Council Decision establishing the European Fund for the Integration of Third-country Nationals for the period 2007-2013, which aims at addressing the issue of a fair share of responsibilities between Member States as concerns the financial burden arising from the introduction of an integrated management of the Union’s external borders and from the implementation of common policies on asylum and immigration, as developed in accordance with Title IV of the Treaty establishing the European Community.

11 bis. note qu'à l'heure actuelle il n'existe pas d'accord politique concernant la qualification du montant proposé pour le Fonds de cohésion et les Fonds structurels pour la période 2000-2006 comme objectif de l'UE en matière de dépenses; renvoie par conséquent à l'accord interinstitutionnel du 01.03.1995 sur l'intégration des dispositions financières dans les actes législatifs; estime que la référence à la somme totale de 218,4 milliards d'euros aux prix de 1999 pour la prochaine période de programmation doit être présentée comme une référence financière illustrant la volonté de l'autorité budgétaire et n'affecte pas les pouvoirs de l'autorité budgétaire tels qu'ils sont définis dans le traité;
11.a Notes that at this moment no political agreement exists on the amount proposed for the Cohesion Fund and the Structural Funds for the period 2000-2006 being qualified as a spending target of the EU; recalls therefore the Interinstitutional Agreement on the incorporation of financial provisions into legislative acts of 1.03.1995; considers that the reference to the total amount of EUR 218.4 billion at 1999 prices for the next programming period has to be presented as a financial reference illustrating the will of the legislative authority and shall not affect the powers of the budget authority as defined in the Treaty;

Quant aux possibilités de phasing-in : - Les dépenses pour les aides à la réadaptation pourraient être reprises progressivement en charge par le Fonds social à partir de 1994, et de façon plus importante à partir de la nouvelle période de perspectives financières (1998-2002). - Les dépenses pour la recherche pourraient s'intégrer dans le cadre général de la politique de recherche à l'occasion des 4ème et 5ème programmes cadre à partir, respectivement, de 1994 et 1999. - Les bonifications d'intérêts pour la reconversion seraient prises en charge par le FEDER à partir des nouvelles perspectives financières (1998 - 2002). - Des dépenses seront maintenues pour des volets sociaux, en raison d'importantes pertes d'emploi attendues pour le charbonnage et de la nouvelle restructuration que la sidérurgie se prépare à lancer pour faire face à une situation particulièrement difficile.
The possibilities of phasing-in are as follows: . expenditure on redeployment aid could be taken over by the Social Fund, gradually from 1994 and more rapidly during the period covered by a new financial perspective (1998-2002); . expenditure on research could be integrated into general research policy in the context of the fourth and fifth programmes, beginning in 1994 and 1999 respectively; . interest subsidies for reconversion could be taken over by the ERDF from the beginning of the period to be covered by a new financial perspective (1998-2002); . expenditure on social measures would be maintained given the large job losses forecast for the coal industry and the restructuring planned by the steel industry to cope with a particularly difficult situation.
