La gestion du programme de santé publique pour la période 2008-2013, adopté par la décision no 1350/2007/CE, du programme en matière de politique des consommateurs pour les années 2007 à 2013, adopté par la décision no 1926/2006/CE, des mesures de formation en matière de sécurité alimentaire couvertes par la directive 2000/29/CE, le règlement (CE) no 882/2004, le règlement (CE) no 1905/2006 et la décision C(2012) 1548, ainsi que la gestion de la convention avec l’ANEC, régie par le règlement (UE) no 1025/2012, dont la mise en œuvre est actuellement assurée par l’Agence, tout comme la gestion du programme «Consommateurs» pour la période 2014-2020 , du programme de santé publique pour les années 2014 à 2020 et des mesures de formation en matière de sécurité alimentaire couvertes par le règlement (CE) no 882/2004 et la directive 2000/29/CE, visent à l’exécution de projets à caractère technique n’impliquant pas de prise de décision de nature politique et exigeant un haut niveau d’expertise technique et financière tout au long du cycle du projet.
Management of the Public Health Programme for the years 2008 to 2013 adopted by Decision No 1350/2007/EC, the Consumer Programme for the years 2007 to 2013 adopted by Decision 1926/2006/EC, the food safety training measures covered by Directive 2000/29/EC, Regulation (EC) No 882/2004, Regulation (EC) No 1905/2006 and Decision C(2012) 1548 and the management of the agreement with ANEC governed by Regulation (EU) No 1025/2012, all of which are currently implemented by the agency, as well as the management of the Consumer Programme for the years 2014 to 2020 , the Public Health Programme for the years 2014 to 2020 and the food safety training measures covered by Regulation (EC) No 882/2004 and Directive 2000/29/EC involve implementation of technical projects which do not entail political decision-making and require a high level of technical and financial expertise throughout the project cycle.

Il y a lieu, par conséquent, de prévoir la poursuite de ces applications de télédétection dans le cadre d’un financement par l’intermédiaire du Fonds européen agricole de garantie (FEAGA) pour la période 2008-2013, au titre de l’article 3, paragraphe 2, point e), du règlement (CE) no 1290/2005 du Conseil du 21 juin 2005 relatif au financement de la politique agricole commune (4).
Provision should, therefore, be made for the continuation of these remote sensing applications using financing from the European Agricultural Guarantee Fund (EAGF) in the period 2008-2013, pursuant to Article 3(2)(e) of Council Regulation (EC) No 1290/2005 of 21 June 2005 on the financing of the common agricultural policy (4).

This Decision is designed to form part of a coherent framework which also includes Decision No 573/2007/EC of the European Parliament and of the Council of 23 May 2007 establishing the European Refugee Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ (10), Decision No 574/2007/EC of the European Parliament and of the Council of 23 May 2007 establishing the External Borders Fund for the period 2007 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ (11) and Council Decision 2007/./EC of .establishing the European Fund for the Integration of Third-country Nationals for the period 2007 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ (12), which aims to address the issue of fairly sharing responsibilities between Member States as concerns the financial burden arising from the introduction of integrated management of the European Union's external borders and from the implementation of common policies on asylum and immigration, as developed in accordance with Title IV of Part Three of the Treaty.
