TRADUCTIONS EN CONTEXTE

Les lignes directrices pour la période 2007-2013 s’appuient donc en particulier sur le règlement (CE) n° 1698/2005 concernant le soutien au développement rural par le FEADER, et notamment sur les articles 88 et 89 de ce règlement, qui contiennent des dispositions spécifiques en matière d’aides d’État.
The guidelines for the period 2007-13 are based on Regulation (EC) No 1698/2005 on support for rural development by the European Agricultural Fund for Rural Development, and in particular Articles 88 and 89 thereof, which contain specific provisions regarding state aid.

4. souligne, tout en reconnaissant la charge importante qu'il représente pour les budgets nationaux, que cet ajustement technique des recettes ne doit pas se faire au détriment de la couverture intégrale des besoins de paiement justifiés déjà recensés par la Commission dans les projets de budget rectificatif n° 8/2013 et n° 9/2013; rappelle au Conseil la sous-budgétisation artificielle des exercices passés qu'il défendait et souligne, à cet égard, que le total des budgets annuels de la période 2007-2013 est de 60 milliards d'EUR inférieur au plafond global des paiements convenus du cadre financier pluriannuel pour la période 2007-2013 et qu'un excédent cumulé de 12 milliards d'EUR pour la période 2007-2013 a été reversé de facto aux États membres en diminuant de ce montant leurs contributions RNB cumulées;

While acknowledging the significant burden that this will represent for national budgets, underlines that this technical adjustment on the revenue side should not come at the expense of fully covering justified payment needs, that have already been identified by the Commission in Draft amending budgets 8 and 9/2013; recalls the Council of its position based on artificial under-budgeting of previous years and stresses, in this respect, that the accumulation of annual budgets for the period 2007-2013 reaches a level that is by EUR 60 billion inferior to the agreed MFF overall payment ceiling for period 2007-2013, while a cumulated surplus of EUR 12 billion for the period 2007-2013 has de facto been returned to Members States by reducing their cumulated GNI contributions by this amount;

This Decision is designed to form part of a coherent framework which also includes Decision No 573/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Refugee Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and repealing Council Decision 2004/904/EC , Decision No 574/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the External Borders Fund for the period 2007 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and Decision No 575/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Return Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ , which aims to address the issue of fairly sharing responsibilities between Member States as concerns the financial burden arising from the introduction of integrated management of the European Union's external borders and from the implementation of common policies on asylum and immigration, as developed in accordance with Title IV of Part 3 of the Treaty.

La présente décision établit, pour la période allant du 1 janvier 2007 au 31 décembre 2013, le Fonds européen d'intégration des ressortissants de pays tiers, ci-après dénommé le "Fonds", en tant que partie intégrante d'un cadre cohérent comprenant également la décision du Parlement européen et du Conseil portant création du Fonds européen pour les réfugiés pour la période 2008-2013, la décision du Parlement européen et du Conseil portant création du Fonds pour les frontières extérieures pour la période 2007-2013 et la décision du Parlement européen et du Conseil portant création du Fonds européen pour le retour pour la période 2008-2013, en vue de contribuer au renforcement de l'espace de liberté, de sécurité et de justice et à l'application du principe de solidarité entre les États membres.
1. This Decision establishes for the period from 1 January 2007 to 31 December 2013 the European Fund for integration of third-country nationals, hereinafter referred to as "The Fund", as part of a coherent framework also including the Decision of the European Parliament and the Council establishing the European Refugee Fund for the period 2008-2013, the Decision of the European Parliament and the Council establishing the External Border Fund for the period 2007-2013 and the Decision of the European Parliament and the Council establishing the European Return Fund for the period 2008-2013, in order to contribute to the strengthening of the area of Freedom, Security and Justice and the application of the principle of solidarity between the Member States .
