Aux fins du présent article, les régions dont le PIB par habitant en tant que critère d'éligibilité pour la période de programmation 2007-2013 était inférieur à 75 % du PIB moyen de l'UE-25 pour la période de référence, et les régions soumises à un régime de suppression progressive de l'aide pour la période 2007-2013 mais qui sont éligibles au titre de la catégorie des régions les plus développées visées à l'article 90, paragraphe 2, premier alinéa, point c), du règlement (UE) no 1303/2013 pour la période de programmation 2014-2020, sont considérées comme des régions en transition.
For the purpose of this Article, regions whose GDP per capita used as an eligibility criterion for the 2007-2013 programming period was less than 75 % of the average GDP of the EU-25 for the reference period, and regions designated with phasing-out status in the 2007-2013 programming period, but which are eligible under the category of more developed regions as referred to in point (c) of the first subparagraph of Article 90(2) of Regulation (EU) No 1303/2013 in the 2014-2020 programming period, shall be considered as transition regions.

While acknowledging the significant burden that this will represent for national budgets, underlines that this technical adjustment on the revenue side should not come at the expense of fully covering justified payment needs, that have already been identified by the Commission in Draft amending budgets 8 and 9/2013; recalls the Council of its position based on artificial under-budgeting of previous years and stresses, in this respect, that the accumulation of annual budgets for the period 2007-2013 reaches a level that is by EUR 60 billion inferior to the agreed MFF overall payment ceiling for period 2007-2013, while a cumulated surplus of EUR 12 billion for the period 2007-2013 has de facto been returned to Members States by reducing their cumulated GNI contributions by this amount;
