5. rappelle que l'enveloppe financière totale destinée au programme "l'Europe pour les citoyens" pour la période 2014-2020 a subi une réduction de près de 20 % par rapport à la période 2007-2013; déplore que le projet de budget de la Commission pour 2015 prévoie un niveau moindre de crédits d'engagement qu'en 2014; recommande qu'une attention particulière soit accordée à ce programme qui reste unique pour garantir le contact avec les citoyens et le soutien de leurs actions ascendantes; souligne que le niveau de financement actuel est bien trop faible et même contre-productif pour l'image de l'Union; se déclare par conséquent fortement préoccupé par la proposition du Conseil de réduire davantage les crédits d'engagement et de paiement alloués au programme et regrette que ce type de signal soit envoyé aux citoyens européens;
5. Recalls that the total financial envelope for the Europe for Citizens programme for 2014-2020 was cut by roughly 20% compared to 2007-2013; criticises the fact that the Commission Draft Budget 2015 provides for a lower level of commitment appropriations than those reached in 2014; recommends a special consideration of this programme which remains unique in the contact to the citizens and the support of their bottom-up actions; points out that the present level of funding is far too low and is even counterproductive to the image of the Union; is therefore deeply concerned about the Council's proposal to further cut the commitment and payment appropriations for the programme and deplores the sending of such a signal to Europe's citizens;

For the purpose of this Article, regions whose GDP per capita used as an eligibility criterion for the 2007-2013 programming period was less than 75 % of the average GDP of the EU-25 for the reference period, and regions designated with phasing-out status in the 2007-2013 programming period, but which are eligible under the category of more developed regions as referred to in point (c) of the first subparagraph of Article 90(2) of Regulation (EU) No 1303/2013 in the 2014-2020 programming period, shall be considered as transition regions.

Deplores Council's restrictive approach on payments, which were cut by EUR 1 075 million (half of which for the completion of the 2006-2010 programming period) as compared to Commission's forecasts of payment needs for 2011; stresses that the latter were already assessed by the European Parliament as possibly having been underestimated and that Council's approach may put at risk the necessary catching up of programme implementation after its slow start at the beginning of the 2007-2013 period, as well as the recent legislative modifications agreed between Parliament and the Council in the frame of the European Economic Recovery Plan;

This Decision is designed to form part of a coherent framework, which also includes Decision No 574/2007/EC of the European Parliament and of the Council of 23 May 2007 establishing the External Borders Fund for the period 2007-2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ (7), Decision No 575/2007/EC of the European Parliament and of the Council of 23 May 2007 establishing the European Return Fund for the period 2008-2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ (8), and Council Decision 2007/./EC of .establishing the European Fund for the Integration of Third-country Nationals for the period 2007-2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ (9), which aims to address the issue of fairly sharing responsibilities between Member States as concerns the financial burden arising from the introduction of integrated management of the European Union's external borders and from the implementation of common policies on asylum and immigration, as developed in accordance with Title IV of Part Three of the Treaty.

13. déplore l'accord conclu lors du Conseil européen de décembre 2005 sur les perspectives financières pour la période 2007-2013, et notamment les réductions frappant les fonds structurels (dont la dotation passe de 0,41 % à 0,37 % du RNB de l'UE) et les programmes consacrés au domaine social, à l'environnement, à la recherche, à la culture et à l'éducation; déplore la réorientation des objectifs opérée conformément aux priorités énoncées dans la "Constitution européenne", non ratifiée, concernant la concurrence/compétitivité, la sécurité et la militarisation, et en particulier l'affectation d'au moins deux tiers du budget de la politique de cohésion au financement des objectifs de Lisbonne; estime qu'un niveau moyen de dépenses équivalant à 1,045 % du RNB de l'UE est largement insuffisant pour relever les défis sociaux, économiques et environnementaux auxquels l'UE élargie se trouve confrontée et pour répondre à ses besoins en matière de cohésion;
13. Regrets the agreement reached by the December 2005 European Council on the financial perspective for 2007-2013, in particular the reductions in the structural funds (from 0.41% of EU GNI to 0.37%) and in the social, environment, research, culture and education programmes; regrets the shift of objectives in line with the priorities stated in the non-ratified 'European Constitution' on competition/competitiveness, security and militarisation, in particular the earmarking of at least 2/3 of the amounts of cohesion policy to finance the Lisbon objectives; considers that an average expenditure level 1.045% of EU GNI is far from sufficient to cope with the social, economic and environmental challenges facing the enlarged EU and its cohesion needs;

- having regard to the Commission Communication establishing a framework programme on Solidarity and the management of migration flows for the period 2007-2013, to the amended proposals for decisions of the European Parliament and of the Council establishing the European Refugee Fund for the period 2008-2013, the External Borders Fund for the period 2007-2013 and the European Return Fund for the period 2008-2013, as part of the General programme "Solidarity and management of migration flows", and to the proposal for a Council decision establishing the European Fund for the Integration of third-country nationals for the period 2007-2013 as part of the General programme "Solidarity and management of migration flows" (COM(2005)0123),
