Outre le montant global destiné au programme-cadre ci-dessus, l'Agence FRONTEX recevra un montant indicatif de 285,1 millions d'euros pour la période 2007-2013, tandis que le coût de la mise en œuvre de systèmes d'information à grande échelle a été estimé à plus de 900 millions d’euros; enfin, la création éventuelle d'un Observatoire européen des migrations dans le cadre du suivi des actions préparatoires actuelles a également été prévue dans le budget, avec un montant indicatif de 62,3 millions d'euros pour la même période.
In addition to the overall amount for the above framework programme, for the FRONTEX Agency, an indicative amount of 285.1 million euro is foreseen for the period 2007-2013, while the implementation of large-scale information systems has been estimated at over 900 million euro; finally, the possible setting-up of an European Migration Observatory as a follow-up to current preparatory actions has also been budgeted for, to an indicative amount of 62.3 million euro for the same period.

The legislative proposal under examination, which amends the general regulation on the Funds for the period 2007-2013 currently in force (Council Regulation (EC) No 1083/2006), provides for an additional European Social Fund (ESF) envelope of EUR 150 million, made available through the flexibility instrument, to be allocated for 2013 to three Member States, notably France, Italy and Spain (receiving EUR 100 million, 30 million and 20 million respectively in current prices).

Recalls that in the joint statement on the financing of the European GNSS programmes following the relevant agreement of 23 November 2007, Parliament and the Council confirmed that the estimated total amount needed for Full Operational Capability of the GNSS Galileo project is EUR 3 400 million for the 2007-2013 period, and declared that this amount should not be exceeded for the duration of the 2007-2013 financial framework; is convinced, however, that these estimates in the current financial framework are inadequate for bringing an efficient, competitive service into operation and ensuring the necessary technological linkage by 2013; deplores the fact, therefore, that in its January 2011 mid-term review the Commission did not propose any additional funding for the GNSS programmes for the period up to 2013, which may lead to unacceptable delays in their completion; points out that, should extra funds be needed during this period, redeployment from current multiannual programmes cannot be seen as a viable option, and that further reductions under Heading 1a, in particular concerning the 7th Framework Programme, are unacceptable;

Si nous comparons les chiffres de la planification financière actuelle avec ceux mentionnés dans la nouvelle proposition de la Commission pour la période 2007 - 2013, il ressort que le plafond que nous proposons pour la prochaine période de planification est fixé à une moyenne de 1,14% du PNB, alors que la moyenne actuelle est de l’ordre de 1,12% si on y inclut le FED et le Fonds de solidarité.
If we compare the figures from the current financial plans with those in the Commission’s new proposal for the years 2007 to 2013, it emerges that our proposed ceiling for this next planning period works out at an average of 1.14% of gross national income, while the current average is in the order of 1.12% if the EDF and the Solidarity Fund are included.
