En 1998, le Groupe de travail national sur la politique en matière de toxicomanie du CCLAT a publié un rapport intitulé Le contrôle du cannabis au Canada : options concernant la possession, selon lequel on a trouvé que l’imposition de sanctions pénales contribuait très peu à décourager l’usage du cannabis et imposait un lourd fardeau à des citoyens, par ailleurs respectueux des lois, sous la forme d’un casier judiciaire.
In 1998, the CCSA’s National Working Group on Addictions Policy published a report entitled Cannabis Control in Canada: Options Regarding Possession. The report concluded that the imposition of criminal sanctions was largely ineffective in discouraging the use of cannabis, while it placed a heavy burden on otherwise law-abiding citizens in the form of a criminal record.
