Je vais exposer en sept points quels sont ses éléments essentiels : un, il soutient et aide les structures existant dans les États membres pour qu’elles collectent des données et procèdent à une analyse et une investigation de la situation dans tous les pays membres ; deux, il favorise pour la première fois la coopération pour l’élaboration d’indicateurs sociaux communs ; trois, il aide les procédures de suivi et de mise en œuvre des programmes des plans d’action nationaux pour l’emploi ; quatre, il contribue à l’échange de bonnes pratiques et de programmes ; cinq, il implique tous les acteurs, les collectivités locales, les organisations non gouvernementales, les gouvernements, les fondations, les universités ; six, il implique notamment, et nous insistons sur ce point, les organisations de personnes qui sont victimes de la pauvreté et de l’exclusion ; et sept, il offre la possibilité de sensibiliser l’opinion publique au grand problème de la pauvreté qui n’est pas seulement traité par des gouvernements et par des programmes européens, mais par la mobilisation de l’ensemble de la société.
I can sum up the basic elements of this tool in seven points. One, it supports and helps the structures in the Member States to collate data and analyse and research the situation in all the Member States. Two, it helps us work together and develop joint social indicators, for the first time. Three, it supports the procedures used to monitor and implement national action plan programmes on employment. Four, it supports the exchange of best practices and programmes. Five, it involves all the agencies, local authorities, non-governmental organisations, governments, foundations and universities. Six – and I should like to highlight this point – it specifically involves associations of people who are the victims of poverty and exclusion and, seven, it allows us to raise public awareness of the huge problem of poverty, which cannot be dealt with simply by governments and European programmes but which needs to galvanise the whole of society into action.

To that end, and given its own slim structures and therefore lack of a prospecting network of its own, the ECF will need to seek the assistance of : - its shareholders, which will have to transmit projects to it; - its national correspondents, i.e. the other institutions in the Club which are not shareholders; - the credit institutions and investment companies of which the members of the Club are shareholders; - public and private, national and local credit institutions and investment companies, with which the ECF will have to establish "personal" links; - the Commission, which knows the efficient firms through the programmes it supports (technology, Esprit, Eureka, etc.); - the EIB; - the EVCA (European Venture Capital Association). The ECF's activities will consist in : a) the promotion of ventures; b) the study of business plans or project financing and assistance towards the implementation of such plans and financing; c) the integration of financial services, support for all the information services and contacts at transnational level necessary for getting ventures off the ground (e.g. contacts with the national authorities and organizations concerned).
