As regards Liechtenstein, this [INSTRUMENT] constitutes a development of the provisions of the Schengen acquis within the meaning of the Protocol between the European Union, the European Community, the Swiss Confederation and the Principality of Liechtenstein on the accession of the Principality of Liechtenstein to the Agreement between the European Union, the European Community and the Swiss Confederation on the Swiss Confederation's association with the implementation, application and development of the Schengen acquis*, which fall within the area referred to in Article 1, point [...], of Decision 1999/437/EC read in conjunction with Article 3 of Council Decision 2011/349/EU**.

L'initiative citoyenne européenne constitue une occasion unique de donner aux citoyens la possibilité de participer directement à l'élaboration de la législation de l'Union (3).La décision no 1904/2006/CE du Parlement européen et du Conseil (4) a défini un programme d'action qui a confirmé la nécessité de favoriser un dialogue durable avec les organisations de la société civile et les municipalités, et d'encourager la participation active des citoyens.Le rapport d'évaluation intermédiaire du programme «L'Europe pour les citoyens (2007-2013)» ainsi qu'une consultation publique en ligne et deux réunions de consultation successives avec les parties prenantes ont confirmé qu'un nouveau programme «L'Europe pour les citoyens» est considéré comme pertinent à la fois par les organisations de la société civile et les participants.
The European Citizens' Initiative provides a unique opportunity to enable citizens to participate directly in shaping the development of EU legislation (3).Decision No 1904/2006/EC of the European Parliament and of the Council (4) set out an action programme which has confirmed the need to promote sustained dialogue with civil society organisations and municipalities and to support the active involvement of citizens.The interim evaluation report of the Europe for Citizens programme (2007-2013), together with a public online consultation and two consecutive stakeholder consultation meetings, have confirmed that a new ‘Europe for Citizens’ programme is considered relevant both by civil society organisations and by participating individuals.

25. se félicite de la mise en œuvre, le 1 avril 2012, de l'initiative citoyenne européenne, ainsi que de l'enregistrement de la première initiative, consacrée aux politiques en faveur de la jeunesse européenne et intitulée «Fraternité 2020», puis de la réussite récente de l'initiative intitulée «L'eau: un droit humain»; est convaincu que l'initiative citoyenne européenne constitue le premier instrument de démocratie participative transnationale et donnera aux citoyens la possibilité de prendre activement part à l'élaboration des politiques et de la législation européennes; réaffirme son engagement à participer à l'organisation d'auditions publiques pour les initiatives réussies, en veillant à la participation active de toutes les commissions compétentes; souligne la nécessité de réexaminer régulièrement la situation des initiatives citoyennes européennes en vue d'améliorer la procédure et de réduire les lourdeurs administratives et autres obstacles; est bien conscient de l'importance que revêtent les premières auditions parlementaires sur les premières initiatives citoyennes réussies, qui auront lieu en 2014, pour la mise en place de normes de procédure élevées et pour la réponse aux attentes des citoyens quant à l'exercice de ce droit à l'avenir, et s'engage à accorder, au niveau institutionnel, la priorité à l'efficacité du processus participatif;
25. Welcomes the implementation of the European Citizens’ Initiative (ECI) on 1 April 2012, as well as the registration of the first ECI, dedicated to policies for Europe’s Youth - Fraternity 2020, and the recently successful ECI dedicated to the Right to Water; believes that the ECI constitutes the first instrument of transnational participatory democracy and will enable citizens to become actively involved in the framing of European policies and legislation; reconfirms its commitment to participate in the organisation of public hearings for successful European Citizens’ Initiatives with the active involvements of all concerned parliamentary committees; underlines the need for regular review of the state of play with the European Citizens’ Initiatives, with the aim of improving the procedure while limiting the red tape and other obstacles; is aware that the outcome of the first parliamentary hearings of the first successful ECIs taking place in 2014 are crucial in setting high procedural standards and meeting citizens’ expectations regarding the exercise of this right in the future, and undertakes to give institutional priority to ensuring the effectiveness of the participatory process;

C. considérant que, vu la morbidité croissante de certaines maladies chroniques, dont quelques-unes touchent en particulier les femmes, le vieillissement de la population européenne constitue l’un des prochains défis de l’Union en matière de santé publique, et considérant le rôle capital que devront jouer les autorités nationales, locales et régionales pour veiller à la continuité, la sécurité et la qualité des soins de santé et des services de santé publique,
C. whereas the ageing of the European population represents one of the main upcoming public health challenges for the European Union, with an increasing burden of certain chronic diseases, some of which particularly affect women, and whereas national, regional and local authorities will have a crucial role to play in ensuring continuity, safety and quality in the delivery of healthcare and public health services,

Au niveau européen, les associations européennes de professionnels de justice ainsi que les organismes de formation judiciaire tels que l’Académie de droit européen (ERA), le Centre européen de la magistrature et des professions juridiques de l’Institut d’Administration Publique Européenne (EIPA), l’Institut universitaire de Florence et le Collège d’Europe, constituent un moyen d’accroitre l’offre européenne de formation judiciaire.
At European level, European associations of legal practitioners and judicial training providers such as the Academy of European Law (ERA), the European Centre for Judges and Lawyers of the European Institute of Public Administration (EIPA), the European University Institute of Firenze and the College of Europe are a way of increasing European judicial training.

L’approfondissement et la mise en œuvre d’une politique globale européenne de lutte contre la corruption, comprenant des mesures de droit pénal, la promotion des aspects éthiques et de l’intégrité dans l’administration publique ainsi que l’amélioration du suivi des politiques nationales de lutte contre la corruption dans le cadre des obligations internationales et européennes et d'autres normes sont par conséquent non seulement fondamentales, mais aussi opportunes pour appliquer efficacement la convention des Nations unies contre la corruption[10]. La promotion de la transparence du secteur public constitue l’un des objectifs stratégiques de la Commission pour 2005-2009 et un livre blanc relatif à une initiative européenne en matière de transparence sera bientôt publié.
Therefore further development and implementation of a comprehensive EU anti-corruption policy including criminal law measures, promotion of ethics and integrity in public administration and improved monitoring of national anti-corruption policies in the context of EU and international obligations and other standards is essential and also timely in order to effectively implement the UN Convention Against Corruption.[10] Fostering public sector transparency is one of the Commission’s strategic objectives 2005-2009 and a White Paper on a European Transparency Initiative will follow.
