Where an offer of securities to the public or an admission of securities to trading on a regulated market is outside the scope of this Regulation in accordance with Article 1(3), or exempted from the obligation to publish a prospectus in accordance with Article 1(4), 1(5) or 3(2), an issuer, an offeror or a person asking for admission to trading on a regulated market shall be entitled to voluntarily draw up a prospectus in accordance with this Regulation.

Au-delà de la période de transition visée à l'article 6 et conformément à l'article 9 du règlement (UE) n° [.../2012] du Parlement européen et du Conseil mettant en oeuvre la coopération renforcée dans le domaine de la création d'une protection unitaire conférée par un brevet, les États membres participants confient à l'Office européen des brevets, en vertu de l'article 143 de la CBE, la tâche de publier une traduction supplémentaire de l'intégralité du fascicule en anglais lorsque le demandeur a fourni cette traduction supplémentaire volontairement.
2b. After the end of the transitional period referred to in Article 6 and in accordance with Article 9 of Regulation (EU) No [.../2012] of the European Parliament and of the Council implementing enhanced cooperation in the area of the creation of unitary patent protection, the participating Member States shall, pursuant to Article 143 of the EPC, give the European Patent Office the task of publishing an additional full translation of the specification into English, if such additional translation has been provided voluntarily by the applicant.
