On the basis of the estimate, the Commission shall enter in the preliminary draft general budget of the European Union the estimates it deems necessary for the establishment plan and the amount of the subsidy to be charged to the general budget, which it shall place before the budgetary authority in accordance with Article 272 of the Treaty.

À partir du budget 2007, pour veiller à ce que les montants destinés à financer la politique agricole commune visés actuellement à la rubrique 1a (mesures de marché et aides directes) respectent les plafonds annuels fixés dans la décision des représentants des gouvernements des États membres, réunis au sein du Conseil le 18 novembre 2002, concernant les conclusions du Conseil européen réuni à Bruxelles les 24 et 25 octobre 2002, un ajustement des paiements directs est décidé lorsque les prévisions indiquent que les montants prévus à la rubrique 1a, compte tenu d'une marge de 300 millions d'euros en dessous des montants prévus et avant application de la modulation prévue à l'article 10, paragraphe 2, seront dépassés pour un exercice budgétaire donné et ce, sans préjudice des perspectives financières 2007-2013.
1. Starting with the budget 2007, with a view to ensuring that the amounts for the financing of the common agricultural policy currently under subheading 1a (market measures and direct aids) respect the annual ceilings set out in the Decision of the Representatives of the Governments of the Member States, meeting within the Council on 18 November 2002, concerning the Conclusions of the European Council meeting in Brussels on 24 and 25 October 2002, an adjustment of the direct payments shall be fixed when the forecasts indicate that the amounts foreseen under subheading 1a taking into account a margin of EUR 300 million below the amounts foreseen and before application of modulation provided for in Article 10(2), will be exceeded in a given budget year. This is without prejudice to the financial perspectives for 2007-2013.
