La lettre récente du chancelier fédéral Gerhard Schröder, du président Jacques Chirac et du premier ministre Tony Blair, publiée en prévision du Conseil du printemps 2003, reconnaissait les possibilités offertes par la biotechnologie d'améliorer la compétitivité de l'industrie européenne et de garantir des perspectives en matière d'emploi, tout en insistant sur la nécessité de développer tous les aspects de l'économie européenne en tant qu'élément clé du succès de la stratégie de Lisbonne.
In the recent letter of Federal Chancellor Gerhard Schröeder, President Jacques Chirac and Prime Minister Tony Blair in anticipation to the 2003 Spring Council, the potential of biotechnology in improving European industrial competitiveness and ensure employment opportunities was recognised, while stressing the need to develop all aspects of European business as a key role in the success of the Lisbon Strategy.

Pour veiller à ce que les montants destinés à financer les dépenses de marché et des paiements directs dans le cadre de la PAC, figurant actuellement à la rubrique 2 de l'annexe I de l'accord interinstitutionnel entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière , respectent les plafonds annuels fixés par la décision 2002/929/CE des représentants des gouvernements des États membres, réunis au sein du Conseil le 18 novembre 2002, concernant les conclusions du Conseil européen réuni à Bruxelles les 24 et 25 octobre 2002 , un ajustement des paiements directs est décidé lorsque, pour un exercice donné, les prévisions de financement desdits paiements au titre de la rubrique 2, augmentées des montants fixés aux articles 134 et 135 du présent règlement et avant application de la modulation prévue aux articles 7 et 10 du présent règlement ainsi qu'à l'article 1er, paragraphe 1, du règlement (CE) no 378/2007, indiquent que le plafond annuel susmentionné applicable sera dépassé, compte tenu d'une marge de 300 millions EUR en dessous de ce plafond.

With a view to ensuring that the amounts for the financing of the market related expenditure and direct payments of the CAP currently under heading 2 of Annex I to the Interinstitutional Agreement between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management respect the annual ceilings set out in the Decision 2002/929/EC of the Representatives of the Governments of the Member States, meeting within the Council of 18 November 2002, concerning the Conclusions of the European Council meeting in Brussels on 24 and 25 October 2002 , an adjustment of the direct payments shall be determined when the forecasts for the financing of the aforementioned measures under heading 2 for a given financial year, increased by the amounts given in Articles 134 and 135 of this Regulation and before application of modulation provided for in Articles 7 and 10 of this Regulation and Article 1(1) of Regulation (EC) No 378/2007, indicate that the applicable abovementioned annual ceiling, taking into account a margin of EUR 300 000 000 below that ceiling, will be exceeded.

Considers that the Commission’s estimates of budgetary needs are more realistic than the Council’s forecast figures, in particular in the light of forthcoming payments; restores therefore Council's cuts under this Heading to a level of EUR 60 307,51 million, which is 0,6 % above the 2012 budget;

HOWEVER , SHOULD THE EXPENDITURE RELATING TO THE COMMON ORGANIZATION OF THE MARKET EXCEED THE ESTIMATES , THE EXAMINATION REFERRED TO IN THIS ARTICLE SHALL BE MADE AS SOON AS THESE ESTIMATES ARE EXCEEDED AND THE COUNCIL , ACTING BY A QUALIFIED MAJORITY ON A PROPOSAL FROM THE COMMISSION , SHALL DECIDE ON THE APPROPRIATE MEASURES .
