Thirdly, in relation to the President of the Commission’s comments on the future, I agree on one basic idea: at a time when, unfortunately, there is a debate in which there is talk of a constitution, of federalism, in which we have our Heads of State – tomorrow we will have President Ciampi – making grandiose claims for the future of Europe, I must say that the Heads of State and Government say many things in favour of Europe in public which they appear to resolve in private.

The conference will be attended inter alia by Carlo Azeglio Ciampi, President of Italy, Romano Prodi, President of the European Commission, Sir Albert Bore, President of the Committee of the Regions and Altero Matteoli, Italian Minister for the Environment and Conservation and representative of the Italian Council presidency; representatives of local and regional authorities from countries around the Mediterranean basin will also attend. The aim of the conference is to prepare the CoR's contribution to the Challenge of enlargement and the role of cities and regions; the CoR's paper will be submitted to the 6 inter-ministerial Euromed conference to be held in Naples on 2-3 December 2003.
