C’est dans ce contexte que le président Juncker, dans son discours sur l’état de l’Union européenne prononcé en septembre 2015, a déclaré que les États membres devaient reconsidérer leurs politiques d’aide, d’intégration et d’inclusion et a indiqué que la Commission était prête à étudier comment les fonds de l’Union pouvaient soutenir ces efforts.
