(13) Il convient de conférer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne, afin de mettre à jour les définitions figurant dans la présente décision sur la base des modifications des définitions adoptées par les organes de la CCNUCC ou du protocole de Kyoto ou en vertu d'autres accords multilatéraux relatifs au changement climatique conclus par l'Union, afin de modifier l'annexe I pour ajouter des périodes comptables et assurer la concordance entre ces périodes comptables et les périodes correspondantes adoptées par les organes de la CCNUCC ou dans le cadre d'autres accords multilatéraux en rapport avec le changement climatique conclus par l'Union, afin de modifier l'annexe II pour actualiser les niveaux de référence conformément aux niveaux de référence proposés par les États membres sous réserve des corrections apportées conformément à la présente décision, et à la lumière des changements apportés aux niveaux de référence adoptés par les organes de la CCNUCC ou du protocole de Kyoto ou d'autres cadres appelés à leur succéder, afin de réviser les informations indiquées à l'annexe III en fonction du progrès scientifique, de revoir les conditions concernant les règles comptables applicables pour les perturbations naturelles prévues par la présente décision, à la lumière du progrès scientifique ou de tenir compte des révisions d'actes adoptés par les organes de la CCNUCC ou du protocole de Kyoto.
(13) The power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission to update the definitions laid down in this Decision in the light of changes to definitions adopted by the bodies of the UNFCCC or the Kyoto Protocol or other multilateral agreements relevant to climate change concluded by the Union, to amend Annex I to add accounting periods and ensure consistency between those accounting periods and the relevant periods adopted by the bodies of the UNFCCC, or other multilateral agreement relevant to climate change concluded by the Union, to amend Annex II with updated reference levels in accordance with the proposed reference levels submitted by Member States subject to corrections made in accordance with this Decision and in the light of changes to reference levels approved by the bodies of the UNFCCC or the Kyoto Protocol, to revise the information specified in Annex III in accordance with scientific progress and in the light of changes adopted by the bodies of the UNFCCC or the Kyoto Protocol or other successor frameworks and to revise the conditions relating to the accounting rules for natural disturbances laid down in this Decision in the light of scientific progress or to reflect revisions to acts adopted by the UNFCCC or Kyoto Protocol bodies.

Au vu des données disponibles, il y a lieu d’autoriser l’expédition, vers d’autres États membres, de viandes fraîches de porcs élevés en Roumanie conformément aux dispositions établies dans la présente décision, ainsi que de préparations et de produits consistant en de telles viandes ou en contenant, pour autant que le système canalisé proposé par cet État membre soit en place.
In view of the data available, it is appropriate to permit the dispatch to other Member States of fresh pigmeat and meat preparations and meat products consisting of or containing such meat from pigs kept in Romania in accordance to the provisions laid down in this Decision, provided that the channelled system proposed by that Member State is in place.

Le montant proposé pour la mise en œuvre de la présente décision est compatible avec le plafond des dépenses au titre des perspectives financières.
The amount proposed for the implementation of this decision is compatible with the expenditure ceilings under the financial perspective.

J'en viens à présent au budget. Je dirais que le budget de 55 millions d'euros qui a été proposé pour l'exécution de la présente décision et le financement du personnel nécessaire à sa bonne exécution a fait l'objet d'un calcul précis.
As far as the budget is concerned, the budget of EUR 55 million which has been proposed for implementation of this decision and the staff resources necessary for the Commission to implement it effectively have been carefully calculated.
