It is envisaged that funding will be used to contract a project management consultant who will be responsible for assisting the Preparatory Commission in the implementation of this Decision; for the reporting obligations during the entire implementation period, including the final narrative report and the final financial report; for maintaining an archive of all documents related to this Decision, especially in view of possible verification missions; for ensuring the Union visibility in all its aspects; for ensuring that all activities involving finance, legal and procurement are in compliance with the Financial and Administrative Framework Agreement (FAFA) and for ensuring that all information, including budgetary information, is complete, accurate and provided in a timely manner.

Étant donné que les objectifs de la présente décision, notamment l'amélioration des échanges d'informations dans l'Union européenne, ne peuvent pas être réalisés de manière suffisante par les États membres agissant isolément, en raison du caractère transnational de la lutte contre la criminalité et des questions de sécurité, et peuvent donc, en raison de l'interdépendance des États membres dans ces domaines, être mieux réalisés au niveau communautaire, la Communauté peut prendre des mesures, conformément au principe de subsidiarité consacré à l'article 5 du traité instituant la Communauté européenne et visé à l'article 2 du traité sur l'Union européenne.
Since the objectives of this Decision, in particular the improvement of information exchange in the European Union, cannot be sufficiently achieved by the Member States in isolation owing to the cross-border nature of crime fighting and security issues so that the Member States are obliged to rely on one another in these matters, and can therefore be better achieved at European Union level, the Council may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty establishing the European Community, to which Article 2 of the Treaty on European Union refers.
