Le présent programme thématique poursuit les activités du programme AENEAS dans le cadre des perspectives financières 2007-2013.

(16 ter) Même s'il convient que les programmes thématiques soutiennent au premier chef les pays en développement, certains pays bénéficiaires, ainsi que les pays et territoires d'outre-mer, dont les caractéristiques ne correspondent pas aux critères prescrits pour qu'ils puissent être définis comme bénéficiaires de l'aide publique au développement (APD) par le Comité d'aide au développement (CAD) de l'Organisation de coopération et de développement économiques (OCDE) et auxquels l'article 1, paragraphe 1, point b), est applicable, devraient également avoir accès aux programmes thématiques aux conditions établies par le présent règlement.
(16b ) While thematic programmes should primarily support developing countries, some beneficiary countries as well as the overseas countries and territories (OCTs), the characteristics of which do not meet the requirements to be defined as Official Development Assistance (ODA) recipients by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD/DAC) and which are covered by Article 1(1)(b), should also be eligible for thematic programmes under the conditions set out in this Regulation.

Dans le respect de l'objectif général et du champ d'application ainsi que des objectifs et des principes généraux du présent règlement, les actions entreprises dans le cadre des programmes thématiques apportent une valeur ajoutée aux actions financées au titre des programmes géographiques, qu'elles viennent compléter et avec lesquelles elles sont cohérentes .
1. Consistent with the overall purpose and scope, objectives and general principles of this Regulation, actions undertaken through thematic programmes shall add value to, and be complementary to, and coherent with , actions funded under geographic programmes.

Le présent programme thématique fera l’objet d’une programmation pluriannuelle par la Commission, parallèlement et conformément à la programmation de l’aide octroyée par les programmes géographiques.

Sur la base du programme «Aeneas» et de son successeur, le programme thématique «migration», la Commission soutient déjà quelques projets dans ce domaine qui visent notamment à aider les mineurs non accompagnés d’origine marocaine présents en Espagne et, dans la mesure du possible, à favoriser leur réinsertion dans le pays d’origine et à prévenir les départs de nouveaux migrants clandestins mineurs.
Through the ‘Aeneas’ programme and its successor, the ‘Migration’ thematic programme, the Commission is already supporting several projects in this field aimed particularly at helping unaccompanied minors of Moroccan origin who have arrived in Spain and which, as far as possible, support their re-integration in their country of origin and prevent the departure of more illegal migrant minors.

Le champ d’action limité et la nature spécifique et technique du présent programme thématique en font un instrument particulièrement adéquat pour renforcer les capacités, notamment aussi en matière de formation du personnel.
The limited scope and the specific and technical nature of this thematic programme makes it particularly adapted to capacity building, notably also staff training.

Je viens de présenter pour adoption à la Commission, avec MM. Frattini et Michel, la stratégie thématique 2007-2010 pour le programme thématique sur la coopération avec les pays tiers dans les domaines de l’immigration et de l’asile.
