Preston Manning (Calgary-Sud-Ouest, Réf.): Monsieur le Président, j'interviens dans le débat pré-budgétaire en cours avec deux objectifs en tête, d'abord présenter les grandes lignes d'un budget fédéral qui donnerait au Canada un nouveau départ pour le XXIe siècle et, ensuite, définir deux attitudes totalement différentes que les députés peuvent adopter dans le présent débat pré-budgétaire et dans le débat budgétaire du printemps prochain.
Mr. Preston Manning (Calgary Southwest, Ref.): Mr. Speaker, I rise to participate in this prebudget debate with two objects in mind, first to outline an alternative federal budget which would give Canada a fresh start for the 21st century, and second to define two distinctively different approaches which members of this House can take to the prebudget debate and the budget debate next spring.
