L'accord provisoire conclu aujourd'hui par le Parlement européen, le Conseil et la Commission doit à présent être définitivement adopté par le Parlement et le Conseil. Il devrait officiellement entrer en vigueur au début de l'année prochaine et être pleinement applicable en 2019.
The provisional agreement reached today by the European Parliament, the Council and the Commission now needs to be finally approved by the Parliament and the Council.It is expected to formally enter into force at the beginning of next year and it will be fully applicable in 2019.

I will not close off this general presentation of the draft budget for 2002 without mentioning two major issues in respect of which the Council has adopted a wait-and-see approach, because a number of elements, which were not to become apparent until later on in the budgetary procedure, have been missing.
