This Sector Understanding sets out the financial terms and conditions that apply to officially supported export credits relating to contracts in a sector listed in Appendix II of this Sector Understanding. This list of sectors and, when applicable, corresponding technology-neutral performance criteria used to define a project's eligibility, may be modified over time in accordance with the review provisions set out in Article 12 of this Sector Understanding.

3.Thèmes de la réunion Etant donné que la plupart des pays partenaires méditerranéens sont entrés ou vont entrer dans une relation économique renforcée avec l'Union (union douanière ou libre-échange) et qu'un grand nombre d'entre eux connaissent des problèmes sérieux de maintien des grands équilibres, d'ajustement structurel ou de déficiences de politiques sectorielles (tout en présentant des situations assez diversifiées), il parait utile de retenir les thèmes de discussion suivants: - analyse, sous l'angle de la politique macro-économique des changements structurels induits par l'introduction du libre-échange avec l'UE (inclus les effets compétitivité et les questions de la politique budgétaire); - examen des programmes de réformes structurelles (globales, sectorielles et concernant le cadre réglementaire et législative) mis en oeuvre par les pays méditerranéens, en vue de favoriser un bon fonctionnement des Accords d'Association; - examen des questions liées spécifiquement à la réforme du secteur financier national des partenaires de l'Union; banques centrales, secteur bancaire commercial, instruments de capital-risque, formation bancaire, etc (si nécessaire, ce thème pourra être approfondi ultérieurement).
3. Topics for the meeting Since most of the Mediterranean partner countries have entered, or are going to enter, into intensified economic relations with the Union (customs union or free trade) and many of them have serious problems in maintaining their economic aggregates, or as regards structural adjustment or shortcomings in sectoral policies (although the situations are fairly diversified), it would appear useful to take the following subjects for discussion: - analysis, from the macroeconomic policy point of view, of the structural changes resulting from the introduction of free trade with the EU (including the effects as regards competitiveness and budgetary policy issues); - examination of the structural reform programmes (global, sectoral and concerning the regulatory and legislative framework) implemented by the Mediterranean countries in order to promote the proper functioning of the Association Agreements; - examination of issues linked specifically with the reform of the Union partners' national financial sectors; central banks, commercial banking, risk-capital instruments, and banking training, etc (if necessary, this subject could be looked at in greater detail at a later stage).
