Recommending to the Council to authorise the opening of negotiations for a revised Passenger Name Records Agreement with Canada, in line with all the requirements set out by the European Court of Justice in its opinion of 26 July. Enhancing Europol's cooperation with third countries by presenting, before the end of the year, recommendations to the Council to authorise the opening of negotiations for agreements between the EU and Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Tunisia and Turkey on the transfer of personal data between Europol and these countries to prevent and combat terrorism and serious crimes.

I therefore propose that the Annex to Protocol 1 to the Euro-Mediterranean Agreement, concerning the arrangements applicable to imports into the European Union of agricultural products, processed agricultural products and fish and fishery products originating in the State of Israel and the Annex to Protocol 2 to the Euro-Mediterranean Agreement, concerning the arrangements applicable to imports into the State of Israel of agricultural products, processed agricultural products and fish and fishery products originating in the European Union be replaced by Annex I and II respectively of this Agreement, with effect as of 1 January 2010.

Les deux parties déclarent que, en vue de garantir la mise en œuvre correcte des dispositions de l'annexe I. I.1 du présent accord, Israël sera dûment informé et en temps voulu des travaux préparatoires concernant les structures prévues par les articles 169 et 171 du traité CE, qui doivent être mises en œuvre au titre du septième programme-cadre.
The two Parties declare that, with a view to ensuring the proper implementation of Annex I. I.1 of this Agreement, Israel will be timely informed as appropriate about preparatory works regarding structures based on Articles 169 and/or 171 of the EC Treaty to be implemented under the Seventh EC Framework Programme.

Is of the view that every effort should be made to stabilise the situation in Lebanon, and that the Commission should monitor precisely and in depth the ways in which EU financial assistance is used; calls on the Council to intensify efforts, within the framework of the Middle East Quartet (the EU, the USA, the Russian Federation and the UN), to foster negotiations between Israelis and Palestinians for a comprehensive peace solution on the basis of two secure and viable States; recommends a more intensive commitment by the EU to the Quartet's position (commitment to non-violence, recognition of Israel and acceptance of previous agreements and obligations including the Road Map); considers that the new Palestinian Government of national unity and the recognition of the previous agreements with Israel should prompt the EU to intensify its involvement in Palestine; regardless of the preceding point, believes that the Israeli and Palestinian governments should, as a matter of principle, respect the 1967 borders as the dividing line between two mutually recognised independent states; is of the view that the direct involvement of Arab countries could also prove fruitful in this regard; supports the Quartet's call for continued international assistance to the Palestinian people;

Les marchandises qui satisfont aux dispositions du protocole et qui, à la date d'entrée en vigueur du présent protocole, sont en transit ou se trouvent en dépôt temporaire, en entrepôt douanier ou en zone franche dans la Communauté ou en Israël peuvent être admises au bénéfice des dispositions du présent accord, sous réserve de la production, dans un délai de quatre mois à compter de cette date, aux autorités douanières de l'État d'importation, d'un certificat de circulation des marchandises EUR.1 ou EUR-MED établi a posteriori par les autorités douanières de l'État d'exportation ainsi que des documents justifiant du transport direct conformément à l'article 13.
The provisions of the Agreement may be applied to goods which comply with the provisions of this Protocol and which on the date of entry into force of this Protocol are either in transit or are in the Community or in Israel in temporary storage in customs warehouses or in free zones, subject to the submission to the customs authorities of the importing country, within four months of the said date, of a movement certificate EUR.1 or EUR-MED issued retrospectively by the customs authorities of the exporting country together with the documents showing that the goods have been transported directly in accordance with Article 13.

Upon its entry into force this Agreement shall replace the Agreement between the European Community and the State of Israel, and the Agreement between the Member States of the European Coal and Steel Community, of the one part, and the State of Israel, of the other part, signed in Brussels on 11 May 1975.
