En particulier, l’article 218, paragraphe 6, du traité sur le fonctionnement de l’Union européenne dispose que, sauf lorsqu’un accord international porte exclusivement sur la politique étrangère et de sécurité commune, le Conseil adopte la décision de conclusion de l’accord concerné après avoir obtenu l’approbation du Parlement européen ou l’avoir consulté. Tous les accords internationaux qui ne portent pas exclusivement sur la politique étrangère et de sécurité commune relèvent donc du présent accord interinstitutionnel.
In particular, Article 218(6) TFEU provides that, except where an international agreement relates exclusively to the common foreign and security policy, the Council is to adopt the decision concluding the agreement in question after obtaining the consent of or consulting the European Parliament; all such international agreements which do not relate exclusively to the common foreign and security policy are therefore covered by this Interinstitutional Agreement.

The present Interinstitutional Agreement provides for the renewal of the Interinstitutional Agreement of 6 May 1999 in the light of experience acquired with its implementation but also for the consolidation of all the joint declarations and interinstitutional agreements concluded on budgetary matters since 1982.

Le présent accord interinstitutionnel est mis en oeuvre conformément aux règlements pertinents en vigueur et notamment au principe selon lequel l'accord de l'autorité d'origine est une condition nécessaire à la transmission d'informations classifiées visée au point 1.2.
This Interinstitutional Agreement shall be implemented in conformity with the relevant applicable regulations and in particular with the principle according to which the consent of the originator is a necessary condition for the transmission of classified information as laid down in point 1.2.

4.2. Les deux institutions sont disposées à discuter d'accords interinstitutionnels comparables qui couvriraient les informations classifiées dans d'autres secteurs d'activité du Conseil, étant entendu que les dispositions du présent accord interinstitutionnel ne constituent pas un précédent pour d'autres domaines d'activité de l'Union ou de la Communauté et ne sauraient conditionner le contenu d'autres accords interinstitutionnels éventuels.
4.2. The two institutions are willing to discuss comparable Interinstitutional Agreements covering classified information in other areas of the Council's activities, on the understanding that the provisions of this Interinstitutional Agreement do not constitute a precedent for the Union's or the Community's other areas of activity and shall not affect the substance of any other Interinstitutional Agreements.

1.3. Les dispositions du présent accord interinstitutionnel s'appliquent conformément à la législation applicable, sans préjudice de la décision 95/167/CE, Euratom, CECA du Parlement européen, du Conseil et de la Commission du 19 avril 1995 portant modalités d'exercice du droit d'enquête du Parlement européen(2) et sans préjudice des arrangements existants, notamment l'accord institutionnel du 6 mai 1999 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et l'amélioration de la procédure budgétaire(3).
1.3. The provisions of this Interinstitutional Agreement shall apply in accordance with applicable law and without prejudice to Decision 95/167/EC, Euratom, ECSC of the European Parliament, the Council and the Commission of 19 April 1995 on the detailed provisions governing the exercise of the European Parliament's right of inquiry(2) and without prejudice to existing arrangements, especially the Interinstitutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure(3).
