While we were preparing our report, out of the blue through the media it was announced that the Cape Breton Development Corporation had signed a letter of intent with a newly formed private corporation in Cape Breton, Donkin Resources Limited, with a view to coming to an agreement, within 60 days, first, on a study of the geological and economic viability of Donkin, a study that would cost $400,000 and would be financed 75 per cent by the federal government through the Atlantic Canada Opportunities Agency; and, second, to turn over the site and transfer the leases associated with the Donkin coal mine and with the coal deposit.
