To ensure that the additional initial pre-financing amount is effectively used and reaches beneficiaries of the Funds and the EMFF as soon as possible so that they can make planned investments and be promptly reimbursed following the submission of their payment applications, the additional initial pre-financing amount should be repaid to the Commission if it is not followed by an adequate level of payment applications submitted to the Commission within a certain deadline.

1. En 2015, outre le montant de préfinancement initial versé conformément à l'article 134, paragraphe 1, point b), du règlement (UE) no 1303/2013, un montant de préfinancement initial supplémentaire imputé sur la dotation spéciale pour l'IEJ est versé à tous les programmes opérationnels soutenus par l'IEJ, quelle que soit la forme des modalités de programmation prévues à l'article 18 du présent règlement, afin de relever à 30 % le préfinancement initial imputé sur la dotation spéciale pour l'IEJ (ci-après dénommé “montant de préfinancement initial supplémentaire”).
1. In addition to the initial prefinancing amount paid in accordance with point (b) of Article 134(1) of Regulation (EU) No 1303/2013, an additional initial prefinancing amount from the specific allocation for the YEI shall be paid in 2015 for all operational programmes supported by the YEI, irrespective of the form of the programming arrangement in accordance with Article 18 of this Regulation, in order to increase the initial prefinancing from the specific allocation for the YEI to 30 % (the “additional initial prefinancing amount”).

L' État membre qui, au plus tard le 23 mai 2016, n'a pas présenté de demandes de paiement intermédiaire dans lesquelles la contribution de l'Union au titre de l'IEJ s'élève à au moins 50 % du montant de préfinancement initial supplémentaire rembourse à la Commission le montant total du préfinancement initial supplémentaire versé conformément au paragraphe 1.
3. If, by 23 May 2016, a Member State does not submit interim payment applications in which the Union contribution from the YEI is equal to at least 50 % of the additional initial prefinancing amount, that Member State shall reimburse to the Commission the total amount of the additional initial prefinancing paid in accordance with paragraph 1.

Afin de garantir que les États membres disposent de suffisamment de moyens pour procéder aux paiements en faveur des bénéficiaires responsables de l'exécution des opérations de lutte contre le chômage des jeunes, il y a lieu de verser en 2015, aux programmes opérationnels soutenus par l'IEJ, un préfinancement initial supplémentaire, imputé sur la dotation spéciale pour l'IEJ et venant compléter les montants de préfinancement versés conformément au règlement (UE) no 1303/2013.
To ensure that Member States have sufficient means to provide payments to beneficiaries responsible for the implementation of operations that target youth unemployment, an additional initial prefinancing amount from the specific allocation for the YEI should be paid in 2015 for operational programmes supported by the YEI, in order to complement the prefinancing amounts paid in accordance with Regulation (EU) No 1303/2013.

Pour garantir que le montant du préfinancement initial supplémentaire est affecté à la mise en œuvre immédiate de l'IEJ, ce montant devrait être remboursé à la Commission si, douze mois après l'entrée en vigueur du présent règlement, la contribution de l'Union au titre de l'IEJ n'atteignait pas un seuil approprié dans les demandes de paiement intermédiaires présentées à la Commission.
To ensure that the additional initial prefinancing amount is used for the immediate implementation of the YEI, that amount should be reimbursed to the Commission should the Union contribution from the YEI not amount to an adequate level in interim payment applications submitted to the Commission within 12 months after the entry into force of this Regulation.

2. Le montant imputé sur la dotation spéciale pour l'IEJ qui a été versé au programme opérationnel conformément à l'article 134, paragraphe 1, point b), du règlement (UE) no 1303/2013 est déduit lors du calcul du montant du préfinancement initial supplémentaire.
2. For the purposes of the calculation of the additional initial prefinancing amount, the amounts paid from the specific allocation for the YEI to the operational programme in accordance with point (b) of Article 134(1) of Regulation (EU) No 1303/2013 shall be deducted.

Si, au 31 décembre 2016, le montant total du préfinancement initial supplémentaire versé par Fonds, le cas échéant, sur la base du présent paragraphe en 2015 et 2016 à un programme opérationnel n'est pas couvert par des demandes de paiement présentées par l'autorité de certification pour ce programme, la Grèce rembourse à la Commission le montant total du préfinancement initial supplémentaire versé, pour ce Fonds, à ce programme.
If, by 31 December 2016, the total amount of the additional initial pre-financing paid on the basis of this paragraph in 2015 and 2016 to an operational programme by Fund, where applicable, is not covered by payment applications submitted by the certifying authority for that programme, Greece shall repay to the Commission the total amount of the additional initial pre-financing for that Fund paid to that programme.
