Définition: Troubles caractérisés par un ensemble de conduites dyssociales, agressives ou provocatrices, répétitives et persistantes, dans lesquelles sont bafouées les règles sociales correspondant à l'âge de l'enfant. La présence de manifestations nettes de l'un des groupes de conduites précédents est suffisante pour le diagnostic, alors que la survenue d'actes dyssociaux isolés ne l'est pas.
Definition: Disorders characterized by a repetitive and persistent pattern of dissocial, aggressive, or defiant conduct. Such behaviour should amount to major violations of age-appropriate social expectations; it should therefore be more severe than ordinary childish mischief or adolescent rebelliousness and should imply an enduring pattern of behaviour (six months or longer). Features of conduct disorder can also be symptomatic of other psychiatric conditions, in which case the underlying diagnosis should be preferred. Examples of the behaviours on which the diagnosis is based include excessive levels of fighting or bullying, cruelty to other people or animals, severe destructiveness to property, fire-setting, stealing, repeated lying, truancy from school and running away from home, unusually frequent and severe temper tantrums, and disobedience. Any one of these behaviours, if marked, is sufficient for the diagnosis, but isolated dissocial acts are not.

At that meeting, an examination of the proposal for a Council Regulation recasting Council Regulation (EC, Euratom) No 1150/2000 of 22 May 2000 implementing Decision 2007/436/EC, Euratom on the system of the European Communities own resources resulted in the Consultative Working Party’s establishing by common accord that, as regards the explanatory memorandum accompanying the proposal, in order to be drafted in full compliance with the relevant requirements laid down by the Inter-institutional Agreement such a document should have stated the reasons for each proposed substantive amendment, as is provided for under point 6(a)(ii) of that agreement, and should have specified which provisions of the earlier act remain unchanged in the proposal, as is provided for under point 6(a)(iii).

During the first part of the meeting, the Monitoring Group heard from Ms Ieke van den Burg, Member of the European Parliament and Rapporteur for the report on "Current state of integration of EU financial markets", and Mr Michel Prada, former Chairman of the previous Inter-institutional Monitoring Group and President of the French Securities Regulator (AMF).
