Welcomes the financial support of EUR 38 m for 2000-2004 for harmonisation in connection with the pre-accession strategy for Malta, but points out that the financial aid for Malta within the pre-accession strategy should correspond to the rules applied for the other candidate countries; recommends in addition that the best possible use be made of existing programmes such as Interreg and MEDA, as well as of EIB loans;

Calls on the Member States and the candidate countries to attach more importance to tourism so that Europe remains the leading tourist destination, taking into account the major economic potential of this sector and its positive impact on the job market; further urges the candidate countries to make effective use of the resources available to them within the framework of the PHARE, ISPA, SAPARD and INTERREG programmes also in the tourism sector; considers that tourism requires greater coordination with other policy areas, in particular transport;

Considers that the INTERREG, ISPA, PHARE and MEDA cooperation programmes can make a substantial contribution to regional development and calls on candidate countries which may have differences with neighbouring countries which are members of the European Union to bring their positions on each issue into line with the changed circumstances so as to establish the climate of trust necessary to develop and extend cooperation at all levels and promote the interests of all parties concerned; urges the Commission to scrutinise critically the implementation of the pre-accession programmes, in particular ISPA, with a view to supervising the use of structural funding in the candidate countries after their accession, thereby drawing on the experience gained during German reunification;

With the pre-accession aid and gradual integration of the CEECs (central and east European countries) it provides for, Agenda 2000 will mobilise a package of € 80 billion for the economic development of central and eastern Europe, building on the proven instruments for tackling infrastructure deficiencies in the transport and environment sectors (ISPA) and for the development of rural areas (Sapard), which are to be combined with the existing instruments Phare and Interreg.
