10. Nonobstant toute autre disposition du présent accord, les transporteurs aériens et les fournisseurs indirects de services de fret des parties sont autorisés, sans restriction, à utiliser, dans le cadre des services aériens internationaux, tout transport de surface pour le fret à destination ou en provenance de tout point situé sur le territoire des parties ou de pays tiers, y compris le transport à destination ou en provenance de tout aéroport disposant d'installations douanières, et disposent du droit, le cas échéant, de transporter du fret sous douane, conformément aux dispositions législatives et réglementaires applicables.

Notwithstanding any other provision of this Agreement, airlines and indirect providers of cargo transportation of the Parties shall be permitted, without restriction, to employ in connection with international air transportation any surface transportation for cargo to or from any points in the territories of the Parties, or in third countries, including transport to and from all airports with customs facilities, and including, where applicable, the right to transport cargo in bond under applicable laws and regulations.

1. Chaque État membre désigne un organisme chargé de l'application du présent règlement en ce qui concerne les vols au départ d'aéroports situés sur son territoire ainsi que les vols à destination de ces mêmes aéroports et provenant d'un pays tiers.
1. Each Member State shall designate a body responsible for the enforcement of this Regulation as regards flights from airports situated on its territory and flights from a third country to such airports.

2. Sans préjudice de l'article 12, tout passager peut saisir tout organisme désigné en application du paragraphe 1, ou tout autre organisme compétent désigné par un État membre, d'une plainte concernant une violation du présent règlement survenue dans tout aéroport situé sur le territoire d'un État membre ou concernant tout vol à destination d'un aéroport situé sur ce territoire et provenant d'un pays tiers.
2. Without prejudice to Article 12, each passenger may complain to any body designated under paragraph 1, or to any other competent body designated by a Member State, about an alleged infringement of this Regulation at any airport situated on the territory of a Member State or concerning any flight from a third country to an airport situated on that territory.
