I will give a few of the numbers involved in that survey: 91% of Canadians believed that the federal government should protect endangered species on all land in Canada; 98% of Canadians surveyed recognized that the protection of habitat was an important element if we were going to protect species at risk; 80% of Canadians preferred to have federal laws that would protect the full habitat of an endangered species; 72% of Canadians believed it was up to the federal government to take a lead in protecting these endangered species; and finally, a full 97% of Canadians surveyed said that it was important that endangered species that migrate across borders were equally protected in all North American countries.

With regards to the Department of Fisheries and Oceans announcements on June 19, 1998, of a $100 milion program for measures to protect and rebuild salmon fish habitat on Canada's west coast is there a similar program available in Atlantic Canada that has the same four components of (1) establishing a permanent fund for habitat initiatives, (2) developing community based stewardship programs aimed at protecting habitat from further damage, (3) extending community restoration and partnership programs, and finally, (4) increasing public awareness of the problems affecting salmon stocks and, if so, how much money is spent in Atlantic Canada on this type of program?

Mr. Michael d'Eça: I'm certainly open to hearing what others have to say about the definition of critical habitat, but my point is, given the present definition, which splits critical habitat into survival for an unlisted species and recovery, “habitat that is necessary for the survival or recovery”, that provides an opportunity in the interim protection clause of the bill, I think it's clause 33, to have “protection of residence and protection of critical habitat necessary for survival”.
