Tout d’abord parce que nous allons avoir un nouveau fondement juridique, qui nous évitera de longues procédures de ratification et qui permettra à Europol de s’adapter rapidement et d’être flexible face à de nouvelles situations, et ensuite parce que non seulement les protocoles seront adoptés, mais aussi parce que la compétence sera étendue pour englober les données préparatoires et les données sur l’attribution des fonds, parce que les crédits opérationnels seront augmentés, parce que le financement viendra du budget de l’UE et donc qu’Europol deviendra plus indépendant, et que nous aurons de meilleures possibilités de contrôle en notre qualité de Parlement, et enfin, très important, parce qu’à l’avenir, la protection des données continuera à être sauvegardée à un très haut niveau.
Firstly, because we will have a new legal foundation, which will save us lengthy ratification procedures and therefore make it possible for Europol to adapt quickly and flexibly to new situations, and secondly, because not only will the protocols be adopted, but jurisdiction will be extended to encompass preparatory data and data on procurement of funds, because the operating appropriations are being increased, because the funding comes from the EU budget and therefore greater independence is established for Europol as well and better monitoring opportunities are provided for us as Parliament and last but not least, because in future, data protection will also continue to be safeguarded at a very high level.

(6) The Commission Regulation for a standardised and secured system of registries, to be adopted pursuant to Article 19(3) of Directive 2003/87/EC and Article 6(1) of Decision No 280/2004/EC of the European Parliament and of the Council of 11 February 2004 concerning a mechanism for monitoring Community greenhouse gas emissions and for implementing the Kyoto Protocol , will provide for the relevant processes and procedures in the registries system for the use of CERs during the period 2005-2007 and subsequent periods, and for the use of ERUs during the period 2008-2012 and subsequent periods.

WHEREAS the Community adopted, as from 1 June 1996, transitional and autonomous measures establishing certain concessions in the form of Community tariff quotas for certain agricultural products and providing for the adjustment, as an autonomous and transitional measure, of certain agricultural concessions provided for in the Agreement on free trade and trade related matters with Estonia to take account of the Agreement on Agriculture concluded during the Uruguay Round multilateral trade negotiations; whereas the concessions concerned will be replaced on the date of entry into force of this Protocol by the concessions provided for herein;
