3. In cases in which the eight-week period provided for in the Protocol on the role of national Parliaments in the European Union and the Protocol on the application of the principles of subsidiarity and proportionality is applicable, items relating to the adoption of a legislative act or a position at first reading in the ordinary legislative procedure shall not be placed on the provisional agenda for a decision until that eight-week period has elapsed.

CONSIDÉRANT que l’article 5, paragraphe 3, du présent protocole permet l’application provisoire du protocole par la Communauté européenne et ses États membres avant l’achèvement des procédures internes requises pour son entrée en vigueur,
WHEREAS Article 5(3) of the present Protocol would allow for the provisional application of the Protocol by the European Community and its Member States before having completed their internal procedures required for its entry into force.
