La décision a été prise compte tenu de la progression des réformes menées par la Turquie et sous réserve de l’entrée en vigueur des éléments essentiels de la législation et de la signature du Protocole prévoyant l’extension de l’accord d’Ankara aux nouveaux États membres avant l’ouverture des négociations.[1]
The decision was taken in recognition of the progress on reforms achieved by Turkey and provided that key pieces of legislation would enter into force and the Protocol extending the Ankara Agreement to the new Member States would be signed before opening negotiations.[1]

Il s’agissait d’une excellente occasion pour la Commission et le Conseil de faire pression sur la Turquie concernant la nécessité pour Ankara de faire preuve de bonne volonté – non seulement à l’égard de Chypre, mais aussi de l’UE – en retirant le plus rapidement ses forces d’occupations du territoire chypriote et en appliquant immédiatement le Protocole d’Ankara.
This is a good time for the Commission and Council to strongly impress on Turkey the need to show goodwill – not only to Cyprus but to the EU in general – by urgently removing its occupation troops from the island of Cyprus and by immediately implementing the Ankara Protocol.

EU principles are incompatible with a ‘deep state’ or the military hindering the government from responding to its new challenges: on Cyprus, to demonstrate, now that negotiations have resumed, that Ankara has the political will to reach a settlement based on the principles on which the EU is founded, without the presence of Turkish troops on the island or the right of unilateral military intervention; on human rights and the freedom of expression in Article 301; on respect for the rights of non-Muslim religious minorities and the Orthodox Ecumenical Patriarch; on the obligations of Turkey relating to the Ankara Protocol; on issues like crimes of passion against women and the conspiracy of silence that exists on this issue; on the issue of the Armenian genocide and the blocking of Armenia and so forth.

Welcomes the signing on 29 July of the so-called Ankara Protocol, which extends the Association Agreement between the EU and Turkey to the new Member States, underlines that Turkey is obliged to extend the customs union to all Member States, including the Republic of Cyprus, consequently regrets the declaration adopted by Turkey in connection with the signing and underlines that while the declaration can have no legal effects impeding on the implementation of the Ankara protocol, its political signal may have been counterproductive to Turkey’s stated interest of starting accession negotiations and joining the European Union;
