Afin de garantir l’égalité de traitement de toutes les personnes demandant la protection internationale ainsi que la cohérence par rapport à l’acquis actuel de l’Union en matière d’asile, en particulier la directive 2011/95/UE du Parlement européen et du Conseil du 13 décembre 2011 concernant les normes relatives aux conditions que doivent remplir les ressortissants des pays tiers ou les apatrides pour pouvoir bénéficier d’une protection internationale, à un statut uniforme pour les réfugiés ou les personnes pouvant bénéficier de la protection subsidiaire, et au contenu de cette protection , il convient d’élargir le champ d’application de la présente directive afin d’y inclure les personnes demandant la protection subsidiaire.
With a view to ensuring equal treatment amongst all applicants for international protection and guaranteeing consistency with current EU asylum acquis, in particular with Directive 2011/95/EU of the European Parliament and of the Council of 13 December 2011 on standards for the qualification of third-country nationals or stateless persons as beneficiaries of international protection, for a uniform status for refugees or for persons eligible for subsidiary protection, and for the content of the protection granted , it is appropriate to extend the scope of this Directive in order to include applicants for subsidiary protection.

(13) Afin d’assurer l’égalité de traitement de tous les demandeurs de protection internationale ainsi que la cohérence par rapport à l’acquis actuel de l’UE en matière d’asile, en particulier la directive 2004/83/CE du Conseil du 29 avril 2004 concernant les normes minimales relatives aux conditions que doivent remplir les ressortissants des pays tiers ou les apatrides pour pouvoir prétendre au statut de réfugié ou les personnes qui, pour d’autres raisons, ont besoin d’une protection internationale, et relatives au contenu de ces statuts [17], il convient d’élargir le champ d’application de la présente directive afin d’y inclure les personnes demandant la protection subsidiaire.

In view of ensuring equal treatment amongst all applicants for international protection as well as in order to guarantee consistency with current EU asylum acquis , in particular with Council Directive 2004/83/EC of 29 April 2004 on minimum standards for the qualification and status of third country nationals or stateless persons as refugees or as persons who otherwise need international protection and the content of the protection granted[17], it is appropriate to extend the scope of this Directive in order to include applicants for subsidiary protection.

Afin d’assurer l’égalité de traitement de tous les demandeurs et bénéficiaires d’une protection internationale, ainsi que la cohérence avec l’acquis actuel de l’Union européenne en matière d’asile, notamment avec la directive 2004/83/CE du Conseil concernant les normes minimales relatives aux conditions que doivent remplir les ressortissants des pays tiers ou les apatrides pour pouvoir prétendre au statut de réfugié ou les personnes qui, pour d'autres raisons, ont besoin d'une protection internationale, et relatives au contenu de ces statuts[25], il convient d’étendre le champ d’application du présent règlement aux demandeurs et bénéficiaires de la protection subsidiaire.

In view of ensuring equal treatment for all applicants and beneficiaries of international protection, as well as in order to ensure consistency with current EU asylum acquis, in particular with Council Directive 2004/83/EC of 29 April 2004 on minimum standards for the qualification and status of third country nationals or stateless persons as refugees or as persons who otherwise need international protection and the content of the protection granted,[25] it is appropriate to extent the scope of this Regulation in order to include applicants for subsidiary protection and persons enjoying subsidiary protection.

Il ressort du présent rapport que l’objectif visant à uniformiser les dispositions relatives aux conditions requises pour pouvoir bénéficier d’une protection internationale ainsi qu’au statut des bénéficiaires d’une telle protection internationale, et relatives au contenu de la protection accordée n’a pas été totalement réalisé durant la première phase d’harmonisation.
The present report shows that the objective of creating a level playing field with respect to the qualification and status of beneficiaries of international protection and to the content of the protection granted has not been fully achieved during the first phase of harmonization.
