En ce qui concerne le fédéral, notamment du point de vue de ses rapports avec les provinces, la formule que nous proposons rétablirait grandement sa crédibilité auprès du public canadien en ce sens que les citoyens verraient eux-mêmes que le fédéral fait sa part par le biais de ces différents transferts et qu'ils seraient à même de déterminer qui prend ses responsabilités et qui respecte ses engagements vis-à-vis de la population.
From the federal government's standpoint, in particular its relationship with the provinces, this would give it much more credibility with the Canadian public in respect of paying its share of the transfers for those areas and allowing the public to have an eye and a view to watch who is delivering on its commitment to the citizens in terms of responsibility.
