En ce qui concerne la directive relative aux normes et procédures communes applicables dans les États membres au retour des ressortissants de pays tiers en séjour irrégulier; le Conseil rappelle que la proposition en question est fondée sur l'article 63 paragraphe 3, point b) du traité CE.
