L'UE devrait envisager la proposition russe concernant les trains en transit d'une manière positive, afin de prendre une décision en connaissance de cause au sujet de sa compatibilité avec l'acquis de Schengen et de ses conséquences sur l'application de l'intégralité de cet acquis par la Lituanie.
The EU should look into the Russian proposal concerning transit trains in a positive way, with a view to making a well-informed decision about its Schengen-compatibility and its implications for Lithuania's full application of Schengen.

4. invite instamment le gouvernement russe et la communauté internationale, en particulier la Commission européenne, à accorder une importante aide humanitaire en faveur des civils victimes des bombardements, de ceux qui ont fui ou ont été déplacés et rappelle au gouvernement russe l’engagement qu’il a pris, en vertu de l’accord de cessez-le-feu de 1996, d’accorder une aide à la reconstruction de la Tchétchénie et qu’il n’a pas encore honoré ; insiste pour que le gouvernement russe prenne entièrement à sa charge la reconstruction des zones habitées et des infrastructures qui ont été détruites par le passé et lors du conflit en cours, et invite l’Office d’aide humanitaire de la Communauté européenne à évaluer la situation humanitaire en Tchétchénie et dans les régions limitrophes touchées par l’afflux de réfugiés et à soumettre au Parlement une proposition concernant une aide humanitaire à court terme en se fondant sur l’expérience qu’elle a acquise dans cette région ;

Calls on the Russian government and the international community, including the European Commission, to make available comprehensive humanitarian aid for civilians who have been bombed out, are refugees or have been expelled and reminds the Russian government of its continuing obligation under the 1996 ceasefire agreement to provide reconstruction aid to Chechnya; insists that the Russian Government must bear full responsibility for the reconstruction of the populated areas and infrastructures destroyed in the past and in the ongoing conflict, and calls upon the European Humanitarian Aid Office to assess the humanitarian situation in Chechnya and neighbouring regions affected by the influx of refugees, and to present to Parliament a proposal for short term humanitarian aid, drawing on its cumulative experience of the region;
