Lors de son examen, en 2008, de la proposition initiale présentée par la Commission, le Parlement a proposé de renforcer le dispositif en rendant possible non seulement la notification des infractions, mais encore l'application de sanctions, comme c'est le cas lorsqu'un conducteur résident commet une infraction dans son propre État membre.
Whilst considering the Commission’s original 2008 proposal, Parliament suggested strengthening the approach by making it possible not only to notify vehicle owners of offences but also to impose penalties on non-residents in the same way as residents.
