«Réinstallation»: le transfert de personnes déplacées ayant manifestement besoin d'une protection internationale, d’un pays tiers vers un État membre où elles seront admises et se verront octroyer un droit de séjour et tous autres droits comparables à ceux accordés au bénéficiaire d’une protection internationale, sur proposition du Haut-Commissaire des Nations unies pour les réfugiés et en accord avec le pays de réinstallation.
‘Resettlement’ means the transfer of individual displaced persons in clear need of international protection, on submission of the United Nations High Commissioner for Refugees and in agreement with the country of resettlement, from a third country to a Member State, where they will be admitted and granted the right to stay and any other rights comparable to those granted to a beneficiary of international protection.

Instructs its President to forward this resolution to the Vice-President of the Commission/High Representative of the Union for Foreign affairs and Security Policy, the governments and parliaments of the Member States, the Government and National Assembly of Vietnam, the governments and parliaments of the ASEAN member states, the United Nations High Commissioner for Human Rights and the Secretary-General of the United Nations.

5. accueille favorablement le rapport annuel du Haut-Commissaire des Nations unies aux droits de l'homme à l'Assemblée générale des Nations unies, couvrant la période allant de décembre 2013 à novembre 2014, et exprime son soutien plein et entier en faveur de l'indépendance et de l'intégrité de son service; souligne qu’il est important de défendre cette indépendance, afin de veiller à ce que le Haut-Commissaire puisse continuer d'exercer ses fonctions de manière efficace et impartiale; réaffirme que le Haut-Commissaire doit disposer de fonds suffisants;
5. Welcomes the annual report of the High Commissioner for Human Rights (HCHR) to the UN General Assembly, covering the period from December 2013 to November 2014, and expresses its full support for the independence and integrity of his Office; stresses that it is important to defend this independence, so as to ensure that the High Commissioner can continue to exercise his task in an effective and impartial manner; reiterates that the HCHR needs to be adequately funded;

Stresses the need for appropriate attention to the various UN monitoring mechanisms and to the findings of the UN human-rights bodies, and suggests that their recommendations relevant to Member States be followed closely; points out the importance of the Universal Periodic Review (UPR) of the United Nations Human Rights Council; recommends cooperation with the Office of the High Commissioner for Human Rights and the office of the High Commissioner for Refugees of the United Nations; and welcomes the opening, in Brussels, of the first European Regional Office of the UN High Commissioner for Human Rights;

The High Commissioner's proposal on "Development Assistance for Refugees" (DAR) advocates additional development assistance for: improved burden-sharing for countries hosting large numbers of refugees; promoting better quality of life and self-reliance for refugees pending different durable solutions; and a better quality of life for host communities.
